activities. In this respect a policy that merely re-brands or repackages exist<strong>in</strong>g <strong>in</strong>novation policies<br />
and programmes will not be enough. A visible policy favour<strong>in</strong>g <strong>in</strong>novation <strong>in</strong> services is required to<br />
deliver a strong message to bus<strong>in</strong>ess, education and government that services <strong>in</strong>novation is as vital as<br />
technological <strong>in</strong>novation.<br />
If policymakers want service companies to understand the importance of services <strong>in</strong>novation, as<br />
dist<strong>in</strong>ct from RTD, they will need to ensure a consistent message throughout the entire policy process.<br />
Rais<strong>in</strong>g awareness of services <strong>in</strong>novation <strong>in</strong> <strong>Ireland</strong> will require a s<strong>in</strong>gle coherent message that is<br />
capable of reach<strong>in</strong>g those service companies that have not expressed an <strong>in</strong>terest <strong>in</strong> <strong>in</strong>novation to<br />
date. Irish policymakers have a unique opportunity to demonstrate the value of services <strong>in</strong>novation<br />
by develop<strong>in</strong>g a new service offer<strong>in</strong>g through more <strong>in</strong>tegrated and focused support <strong>for</strong> non-<br />
technological <strong>in</strong>novation <strong>in</strong> client companies.<br />
<strong>Services</strong> <strong>in</strong>novation requires a substantive policy development that is based upon a thorough<br />
understand<strong>in</strong>g of the different types and processes of <strong>in</strong>novation that are dist<strong>in</strong>ctive to services<br />
companies. The adoption of a specific services <strong>in</strong>novation policy will encourage a sharper focus on<br />
the barriers that prevent services companies from <strong>in</strong>novat<strong>in</strong>g as well as alert<strong>in</strong>g policymakers to the<br />
importance of specific drivers of services <strong>in</strong>novation. <strong>Ireland</strong> there<strong>for</strong>e needs to encourage services<br />
firms to realise the importance of non-technological <strong>in</strong>novation through the development of new<br />
bus<strong>in</strong>ess models, customer-<strong>in</strong>terfaces and service-products, as an <strong>in</strong>valuable source of competitiveness<br />
<strong>in</strong> the global market.<br />
The Study reveals that <strong>Ireland</strong>’s lead<strong>in</strong>g companies <strong>in</strong> the Internationally Traded <strong>Services</strong> sector are<br />
already exploit<strong>in</strong>g services <strong>in</strong>novation to <strong>in</strong>crease their competitive advantage. These companies need<br />
to be showcased to bus<strong>in</strong>ess <strong>in</strong> <strong>Ireland</strong> <strong>in</strong> order to conv<strong>in</strong>ce less <strong>in</strong>novative services companies of the<br />
value of services <strong>in</strong>novation to company per<strong>for</strong>mance.<br />
A services <strong>in</strong>novation policy development <strong>in</strong> <strong>Ireland</strong> is also a valuable opportunity to raise the profile<br />
of <strong>Ireland</strong>’s offer<strong>in</strong>g to <strong>in</strong>ternational services companies by focus<strong>in</strong>g on services <strong>in</strong>novation with<strong>in</strong> the<br />
ITS sector as an important component of that offer. This <strong>in</strong> turn will make a significant contribution<br />
towards the embedd<strong>in</strong>g of FDI <strong>in</strong> <strong>Ireland</strong>. The emerg<strong>in</strong>g services <strong>in</strong>novation support framework could<br />
itself also <strong>for</strong>m an important part of IDA <strong>Ireland</strong>’s offer<strong>in</strong>g to FDI companies.<br />
As the Study f<strong>in</strong>d<strong>in</strong>gs <strong>in</strong>dicate, service activities have an <strong>in</strong>creas<strong>in</strong>gly important role to play <strong>in</strong> value<br />
cha<strong>in</strong>s of all types. <strong>Services</strong> <strong>in</strong>novations are there<strong>for</strong>e important <strong>for</strong> a wide range of <strong>in</strong>dustries,<br />
<strong>in</strong>clud<strong>in</strong>g manufactur<strong>in</strong>g <strong>in</strong>dustries. Although ITS companies have <strong>in</strong>evitably been a focus <strong>for</strong><br />
this Study, other services activities <strong>in</strong>volved <strong>in</strong> the service value cha<strong>in</strong> will be equally affected and<br />
targeted. Likewise, the public services sector has not been specifically exam<strong>in</strong>ed <strong>in</strong> this Study,<br />
however it is clear that the important conclusions from this Study will have relevance across public<br />
services also notably <strong>in</strong> respect of the potential <strong>in</strong>fluence that public procurement may play <strong>in</strong><br />
driv<strong>in</strong>g services <strong>in</strong>novation 93 .<br />
F<strong>in</strong>ally, although the Study clearly <strong>in</strong>dicates that many of the Enterprise <strong>Ireland</strong> and IDA <strong>Ireland</strong><br />
supports <strong>in</strong> general have the "potential" to be re-oriented and expanded with the service sector <strong>in</strong><br />
m<strong>in</strong>d, it is arguable whether they would, as a result, be as effective as they would need to be given<br />
the changed focus.<br />
