highlighted <strong>in</strong> a recent Forfás report on ‘Benchmark<strong>in</strong>g <strong>Ireland</strong>’s Broadband per<strong>for</strong>mance’. 8<br />
6. Competitiveness and Convergence through Networks, Clusters and Centres<br />
of Excellence<br />
Clusters and concentrations of activity have a positive impact on services <strong>in</strong>novation activity.<br />
Concentrations or ‘hot spots’, allow world-class companies to prosper and <strong>in</strong>novate alongside<br />
locally based service <strong>in</strong>novators. In such concentrations vibrant competition seems to be at least<br />
as important as collaboration and services <strong>in</strong>novation requires this element of competition <strong>for</strong><br />
ideas, customers and skills to be able to prosper.<br />
7. <strong>Innovation</strong> and Creativity through Education and Skills Development<br />
<strong>Services</strong> <strong>in</strong>novation relies heavily upon human capital particularly the talent and creative skills of<br />
<strong>in</strong>dividuals and teams. Creativity is a vital <strong>in</strong>gredient <strong>in</strong> the <strong>in</strong>novation process and an <strong>in</strong>valuable<br />
source of competitive advantage to services companies. It there<strong>for</strong>e needs to be cultivated, from<br />
an early age, <strong>in</strong> school learn<strong>in</strong>g curricula through to vocational college and university teach<strong>in</strong>g<br />
and lifelong learn<strong>in</strong>g. This requires a partnership approach between those agencies <strong>in</strong>volved <strong>in</strong><br />
deliver<strong>in</strong>g both the skills agenda and the new services <strong>in</strong>novation policy framework.<br />
. <strong>Services</strong> <strong>Innovation</strong> Policy and an International Economic Image<br />
A service <strong>in</strong>novation policy represents an important opportunity to market <strong>Ireland</strong>’s services<br />
sector and delivery agencies as global leaders <strong>in</strong> the area of services <strong>in</strong>novation. It also presents<br />
an opportunity to <strong>in</strong>corporate a new, state of the art, services <strong>in</strong>novation support framework<br />
with<strong>in</strong> IDA <strong>Ireland</strong>’s offer<strong>in</strong>g to FDI. <strong>Ireland</strong>’s emerg<strong>in</strong>g role as a global leader <strong>in</strong> services<br />
<strong>in</strong>novation can become a key theme <strong>in</strong> the brand<strong>in</strong>g of the Irish economy, complementary to the<br />
message that ‘knowledge is <strong>in</strong> our nature’.<br />
Implementation Environment Conclusions<br />
The typology of services <strong>in</strong>novation that was developed and used throughout this Study, has been<br />
tested and verified <strong>in</strong> a range of sectors and circumstances. The typology provides the basis <strong>for</strong><br />
shap<strong>in</strong>g the structure and content of a services <strong>in</strong>novation policy and framework programmes. The<br />
typology is sufficiently robust to allow an Implementation Environment to be proposed us<strong>in</strong>g the<br />
three types of services <strong>in</strong>novation.<br />
9. The Typology of <strong>Services</strong> <strong>Innovation</strong> and the Development of Support Measures<br />
A number of the exist<strong>in</strong>g <strong>in</strong>novation support measures <strong>in</strong> place <strong>in</strong> <strong>Ireland</strong> can be implemented<br />
with<strong>in</strong> services <strong>in</strong>novation policy. However, simply <strong>in</strong>tegrat<strong>in</strong>g services <strong>in</strong>novation <strong>in</strong>to RTD<br />
<strong>in</strong>novation policy would not possess the impact that is required to successfully reach those<br />
services companies that traditional RTD <strong>in</strong>novation policy has not.<br />
There<strong>for</strong>e a dist<strong>in</strong>ctive services <strong>in</strong>novation policy will enable policymakers <strong>in</strong> <strong>Ireland</strong> to build upon<br />
past successes while realign<strong>in</strong>g overall <strong>in</strong>novation support accord<strong>in</strong>g to the grow<strong>in</strong>g importance<br />
of services <strong>in</strong>novation <strong>for</strong> the Irish economy.<br />
In order to articulate how a services <strong>in</strong>novation policy could be developed and implemented,<br />
examples of activities around which a services <strong>in</strong>novation policy could be <strong>for</strong>med are presented<br />
<strong>in</strong> the ma<strong>in</strong> Study report. These have been extensively based on the evidence and experience of<br />
the global sectors and concentrations studied and the exist<strong>in</strong>g experiences of lead<strong>in</strong>g services<br />
companies <strong>in</strong> <strong>Ireland</strong>.<br />
