Police chief Endicott parked his car and removed a brief-<br />

case from the back seat. A tall man in his late fifties, Bill<br />

Endicott was affectionately known as the „Owl‟ by his staff<br />

on account of his horn-rimmed spectacles, domed forehead<br />

and passion for bird watching. He was about to walk to his<br />

office when he saw a member of his staff. She had a worried<br />

expression and his natural inclination was to inquire<br />

why.<br />

„Good morning, Samantha.‟<br />

„Good morning, Sir.‟<br />

„You are looking very thoughtful today, Samantha.‟<br />

„Yes, Sir. I‟ve just had an encounter with a former member<br />

of the Narcotics Bureau. It is a matter I should perhaps<br />

refer to Senior Sergeant Barnes in the first instance. It concerns<br />

the incident on the Great Barrier Reef.‟<br />

Samantha was correct. Junior officers were required to<br />

report to their immediate superiors – not leapfrog over their<br />

heads. Bill Endicott was about to agree when she continued.<br />

„The person who approached me had some disturbing<br />

things to say about what might have happened when Agent<br />

Milkovitz was killed.‟<br />

She chose her words carefully and he listened carefully,<br />

stopping beside a tree as if to admire the blossoms.<br />

„What did this person have to say?‟<br />

Samantha gave an account of her meeting with Janet.<br />

Bill Endicott was acquainted with Ms Pulnitz. He had even<br />

considered taking her onto his staff but had rejected the<br />

proposition as being far too hazardous. Samantha told him<br />

about Janet‟s belief in the innocence of Tim and David and<br />

her frequent tirades against Cecil Sparrow and the Narcotics<br />

Bureau. Finally, she produced the photograph Janet had<br />

given her.<br />
