Monday 4 March<br />

he weather in Canberra had turned cold and police<br />

T chief Bill Endicott was feeling the change in climate<br />

following three weeks bird watching in Papua New Guinea.<br />

The usual pile of files awaited his attention. One was placed<br />

squarely on his desk with a note in his deputy‟s handwriting.<br />

Could we please discuss?<br />

He opened the file and spent the next two minutes speed-<br />

reading the contents. Then he placed his hands together in<br />

silent contemplation. The matter needed skilful handling.<br />

John Martin, his deputy, had made his contribution to the file<br />

in carefully worded language. Bill had no doubt there were<br />

things John wanted to say but not commit to writing. He<br />

reached for his phone and asked him to drop round as soon<br />

as possible.<br />

John pulled up a chair.<br />

„You‟ve found the Pulnitz file?‟<br />

Bill nodded.<br />
