Qatar, which require <strong>the</strong> approval of <strong>the</strong> Qatari Ministry of Labor and <strong>the</strong> Doha embassy of<br />
<strong>the</strong> labor-exporting country. The o<strong>the</strong>r type is that concluded in <strong>the</strong> exporting country. This<br />
must be approved by <strong>the</strong> Ministry of Labor in <strong>the</strong> exporting country and <strong>the</strong> Qatari embassy<br />
in <strong>the</strong> country.<br />
Some embassies of labor-exporting countries may be lax in reviewing contracts concluded<br />
with workers, using <strong>the</strong> approved copy of <strong>the</strong> standard labor contract, for one reason or<br />
ano<strong>the</strong>r, but <strong>the</strong> Ministry of Labor in Qatar reviews all contracts and does not approve any<br />
contract that violates <strong>the</strong> approved standard model appended to <strong>the</strong> labor agreement,<br />
unless it provides <strong>the</strong> worker with more preferable conditions.<br />
Labor inspection<br />
How many companies did <strong>the</strong>se inspectors examine over <strong>the</strong> past three years? Have <strong>the</strong><br />
findings of inspections been publicly released? If yes, could we review <strong>the</strong> findings of<br />
inspections over <strong>the</strong> last three years? How many violations did inspectors find? How many<br />
companies were referred to <strong>the</strong> courts?<br />
Table 1, attached below, shows <strong>the</strong> inspection data for 2009 through September 2011,<br />
including <strong>the</strong> number of inspection visits, and <strong>the</strong> reason and type of inspection (periodic,<br />
surprise, pursuant to a complaint).<br />
The Ministry publishes <strong>the</strong> findings of inspections in <strong>the</strong> daily newspapers.<br />
Does <strong>the</strong> Ministry of Labor have plans to increase <strong>the</strong> number of inspectors? Is <strong>the</strong> Ministry<br />
considering adding interviews with workers to existing inspection procedures?<br />
When <strong>the</strong> labor law (Law 14/2004) went into effect, <strong>the</strong> inspection apparatus consisted of<br />
a department in <strong>the</strong> labor directorate of <strong>the</strong> Ministry of Labor. Following Royal Decree<br />
35/2009 on <strong>the</strong> organizational structure of <strong>the</strong> Ministry of Labor, <strong>the</strong> inspection agency<br />
became <strong>the</strong> Inspection Directorate, a natural development given <strong>the</strong> increased<br />
responsibilities entrusted to it. The Labor Inspection Directorate is comprised of two major<br />
departments: <strong>the</strong> labor inspection department and <strong>the</strong> occupational safety and health<br />
inspection department. The number and quality of inspectors is expected to increase in<br />
<strong>the</strong> future in accordance with <strong>the</strong> expansion of business and enterprise in Qatar.<br />
