• Finance a public awareness campaign using mainstream media to raise consciousness<br />
about trafficking and labor exploitation, and to educate companies, countries, and<br />
football fans to <strong>the</strong>se issues.<br />
To Construction, Labor-Supply, and O<strong>the</strong>r Companies Working in Qatar,<br />
Including Companies Awarded or that Win Bids to Build World Cup-Related<br />
Projects or Infrastructure<br />
• Make public commitments to protect <strong>the</strong> rights of all workers associated with your<br />
project(s), including pledges to:<br />
o Take all possible steps to ensure no workers have paid fees associated with <strong>the</strong>ir<br />
recruitment, including obtaining notarized statements from workers verifying that<br />
<strong>the</strong>y have not paid such fees, and from recruiting agents in Qatar and abroad that<br />
<strong>the</strong>y have not charged such fees, and commit to reimbursing workers who have<br />
paid any such fees in contravention of local law, including if <strong>the</strong> fees were paid to<br />
labor agencies or o<strong>the</strong>r intermediaries;<br />
o Strictly prohibit <strong>the</strong> retention of workers’ passports or o<strong>the</strong>r identity documents,<br />
including by subcontractors or intermediaries, and ensure that safe storage<br />
facilities where <strong>the</strong>y can access such documents are made available;<br />
o Ensure that all workers receive and sign enforceable employment contracts in a<br />
language that <strong>the</strong>y understand prior to <strong>the</strong>ir migration. Ensure on-time payment in<br />
<strong>full</strong> of workers’ wages from <strong>the</strong> first month of <strong>the</strong>ir employment, paid into bank<br />
accounts on a no-less-than monthly basis;<br />
o Ensure, in view of <strong>the</strong> requirement under Qatari law that employers provide worker<br />
housing, adequate housing facilities for all workers in accordance with domestic<br />
and international standards.<br />
• Penalize and terminate relationships with any contractors or subcontractors that<br />
continue to work with labor agencies or agents in Qatar or in labor-sending countries<br />
that charge workers fees and/or mislead workers regarding conditions of<br />
employment;<br />
• Inform workers of <strong>the</strong>ir rights under Qatari law in languages that <strong>the</strong>y understand,<br />
including rights to overtime rates, to minimum numbers of days off and to holidays,<br />
to extra compensation, to health and safety information, to medical care, and to<br />
appropriate accommodation;<br />
