complaints, and air tickets home. We also spoke with several representatives of <strong>the</strong> Qatar<br />

National <strong>Human</strong> <strong>Rights</strong> Committee, a government-funded human rights organization in<br />

Doha, and interviewed a legal counselor who provides pro bono legal counsel to migrants<br />

seeking assistance.<br />

In addition, <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> met with representatives from <strong>the</strong> Labor Ministry in Doha,<br />

and spoke with <strong>the</strong> acting Minister for Labor and Social Affairs in Geneva. We met with<br />

diplomatic staff and labor attachés at four embassies of labor-sending countries in Qatar.<br />

While some embassy officials spoke openly, o<strong>the</strong>rs agreed to be interviewed only on <strong>the</strong><br />

condition that <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> not identify <strong>the</strong>ir names or <strong>the</strong>ir country’s embassy in<br />

this <strong>report</strong>. We have not named any of <strong>the</strong> embassies we visited in our <strong>report</strong>, to preserve<br />

<strong>the</strong> anonymity of those who requested it.<br />

We interviewed four professors and academic researchers who have researched <strong>the</strong><br />

situation of migrant workers in Qatar, and two journalists who have covered this topic, as<br />

well as reviewing relevant academic literature, news articles, and <strong>report</strong>s published by<br />

NGOs and international institutions. In total, we conducted 114 interviews for this <strong>report</strong>.<br />

Lastly, we sent letters summarizing our findings, requesting an official response, and<br />

providing a detailed set of queries to <strong>the</strong> Qatari government, to FIFA, and to companies<br />

mentioned in our <strong>report</strong>. We have affixed this correspondence as an appendix to our <strong>report</strong>,<br />

and directly incorporated relevant sections into <strong>the</strong> <strong>report</strong>.<br />
