dJ <strong>European</strong> Pa~liament Delegation to the US Congress<br />

The Chairman reported that Mrs. Veil had explained to the<br />

American Press the view of the majority of members of the<br />

<strong>European</strong> <strong>Parliament</strong> on the issue of Afghanistan. The different<br />

views of the <strong>Socialist</strong> <strong>Group</strong> had also been made clear.<br />

The <strong>Socialist</strong>s on the delegation had worked hard to avoid<br />

the adoption of a joint declaration supporting a boycott<br />

of the Olympic Games. Given the political role of the President<br />

of the <strong>Parliament</strong> her behaviour was not open to<br />

criticism.<br />

e) hdministrative problems for <strong>Parliament</strong> resulting from the<br />

rejection of the 1980 budget<br />

Various measures had been taken concerning staff missions<br />

and the reduction of payments of expenses to MEPs. Members<br />

would be informed in writing of these decisions. The Chairman<br />

attacked the attempts by the Christian Democratic <strong>Group</strong><br />

to press for the continuing payment of all expenses to<br />

members in spite of the rejection of the budget. This issue<br />

had to be treated in a political manner. The Chairman also<br />

st~ted that it might be possible for <strong>Group</strong> funds to be used<br />

to help individual members who might suffer particular hardship<br />

as result of the present situation. All expenses would<br />

be paid once the 1980 budget had been adopted.<br />

f) The Questor's report<br />

Ludwig Fellermaier gave a full report of all the matters<br />

under consideration by the Questors. A written report will<br />

be circulated by the Questors to all members of the <strong>Parliament</strong>.<br />

g) 'Ihe ehainnan stated that a special 'n-eeting ofQ;@up leaders With the President<br />

of <strong>Parliament</strong> would be held on Monday the 11th of February in<br />

Strasbourg. It was agreed to propose that the Enright report<br />

on the EEC/UNRWA Convention should be added to the agenda.<br />

It was further agreed that a question by Sutra and Gatto on<br />

wine should be debated at the same time as the question by<br />

Mr. Maffre~Bauge. The Chaixmanagreed to support the request<br />

from the Committee on External Economic Relations for a debate<br />

during the February part~5es5ion concerning relations with<br />
