A German wireless (16 December) gives <strong>the</strong> following account <strong>of</strong><br />

<strong>the</strong> armistice concluded with Russia:<br />

The armistice agreement was signed at <strong>Brest</strong> <strong>Litovsk</strong> on 15 December<br />

by <strong>the</strong> plenipotentiary representatives <strong>of</strong> <strong>the</strong> Russian Higher<br />

iVrmy Administration on <strong>the</strong> one hand and those <strong>of</strong> <strong>the</strong> Higher Army<br />

Administration <strong>of</strong> Germanv, Austria-Hungary, Bulgaria, and<br />

Turkey on <strong>the</strong> o<strong>the</strong>r hand. The Armistice begins at noon on 17<br />

December and remains in force until 14 January, 1918. Unless seven<br />

days notice is given it continues in force automatically. It extends<br />

to all <strong>the</strong> land, air, and naval forces <strong>of</strong> <strong>the</strong>. common fronts. According<br />

to Clause 9 <strong>of</strong> <strong>the</strong> Treaty, <strong>peace</strong> negotiations begin immediately<br />

after <strong>the</strong> signing <strong>of</strong> <strong>the</strong> armistice.*<br />

(16 December) gives <strong>the</strong> following proclamation<br />

by <strong>the</strong> Commander in Chief:<br />

Commanders <strong>of</strong> <strong>the</strong> North, West, South, and <strong>the</strong> Caucasus.<br />

To all<br />

To all Commissioners <strong>of</strong> <strong>the</strong> North, West, South, and <strong>the</strong> Caucasus.<br />

To all Army Military Revolutionary Committees.<br />

To <strong>the</strong> Revolutionary Military Committees at <strong>the</strong> Headquarters.<br />

To all at <strong>the</strong> Front.<br />

In consequence <strong>of</strong> <strong>the</strong> signing <strong>of</strong> <strong>the</strong> Armistice Treaty, which will<br />

iDcgin to operate at 2 o'clock in <strong>the</strong> morning at 17 December <strong>of</strong><br />

this year, I propose, until receiving <strong>the</strong> full text <strong>of</strong> <strong>the</strong> Treaty, to<br />

cease all military operations (No. 7604).<br />

According to a telegram from Vienna via Amsterdam (Dec. 22),<br />

<strong>the</strong> newspapers <strong>the</strong>re learn from well-informed quarters that Count<br />

Czernin, <strong>the</strong> Austro-Hungarian Minister <strong>of</strong> Foreign Affairs, and his<br />

staff arrived at <strong>Brest</strong>-<strong>Litovsk</strong> at noon on Thursday last.<br />

Count Czernin was received at <strong>the</strong> railway station by <strong>the</strong> Chief <strong>of</strong><br />

<strong>the</strong> General Staff <strong>of</strong> <strong>the</strong> Supreme Army Command in <strong>the</strong> East.<br />
