solution, a mixed commission<br />

The extraordinary conditions<br />

which <strong>the</strong> world war has brought<br />

about within <strong>the</strong> field <strong>of</strong> maritime<br />

navigation and which will not at<br />

once disappear with <strong>the</strong> conclusion<br />

<strong>of</strong> a separate <strong>peace</strong>, will in<br />

certain circumstances bring it<br />

about that merchant ships <strong>of</strong> a<br />

hi<strong>the</strong>rto enemy flag will not be<br />

in position to make use <strong>of</strong> <strong>the</strong><br />

contractual assured authority to<br />

sail to home waters, in case <strong>the</strong><br />

authorities <strong>of</strong> <strong>the</strong> State where<br />

<strong>the</strong>y are stationed do not readily<br />

consent <strong>the</strong>reto. This, by way <strong>of</strong><br />

illustration, applies to <strong>the</strong> securing<br />

<strong>of</strong> bunker coal, tlie recruiting<br />

<strong>of</strong> pilots and those measures<br />

necessary to steer clear <strong>of</strong> submarine<br />

mines. Therefore, in Article<br />

26 <strong>the</strong> contracting parties<br />

mutually assure to one ano<strong>the</strong>r<br />

every possible assistance in this<br />
