tories, <strong>the</strong> graves <strong>of</strong> combatants<br />

as well as <strong>of</strong> o<strong>the</strong>r nationals <strong>of</strong><br />

<strong>the</strong> o<strong>the</strong>r party who died during<br />

<strong>the</strong>ir internment or deportation;<br />

persons authorized by <strong>the</strong> latter<br />

party may also tend to <strong>the</strong> care<br />

and proper adornment <strong>of</strong> <strong>the</strong><br />

graves, in agreement with <strong>the</strong><br />

national authorities.<br />

The more detailed contractual<br />

settlement <strong>of</strong> this matter will devolve<br />

upon a special mixed commission<br />

to be appointed as soon<br />

as possible.<br />

AMNESTY FOE THE PRISONERS.<br />

Article 9. Each contracting<br />

party grants to <strong>the</strong> war prisoners,<br />

interned civilians, and deported<br />

belonging to <strong>the</strong> o<strong>the</strong>r party complete<br />

immunity from penalty for<br />

all acts committed by <strong>the</strong>m and<br />

punishable by <strong>the</strong> courts or in<br />

virtue <strong>of</strong> disciplinary measures,<br />

and finally, to <strong>the</strong> nationals <strong>of</strong><br />

<strong>the</strong> o<strong>the</strong>r party for punishable<br />

acts performed to its benefit.<br />

The immunity from penalty<br />

foreseen in <strong>the</strong> preceding paragraph<br />

does not extend to acts<br />

committed after <strong>the</strong> ratification<br />

<strong>of</strong> <strong>the</strong> <strong>Peace</strong> Treaty.<br />

In so far as according to <strong>the</strong><br />

preceding provisions, immunity<br />

from penalty is<br />

granted, no new<br />

penal proceedings will be instituted,<br />

<strong>the</strong> pending penal proceedings<br />

will bo discontinued, and<br />

penalties already imposed will be<br />

remitted. But war prisoners who<br />

are under preliminary arrest or in<br />

prison for State or National<br />

treason, for murder, robbery,<br />

predatory extortion, premeditated<br />

arson, or crime against<br />

morality, will be detained up to<br />

<strong>the</strong> time <strong>of</strong> <strong>the</strong>ir release.<br />

The contracting parties guarantee<br />

to <strong>the</strong>ir own nationals complete<br />

immunity from penalty for
