EXPLOSIVES<br />

41.3 Blasting Contractors<br />

The operator may appoint a blasting contractor to<br />

carry out some or all of the explosives work<br />

including fulfilling the role as explosives supervisor,<br />

shotfirer etc. The operator is, nevertheless, always<br />

responsible for the overall management of the<br />

quarry <strong>and</strong> the safe transport, use, security <strong>and</strong><br />

disposal of explosives at the quarry.The operator is<br />

similarly responsible for the shotfiring rules, <strong>and</strong><br />

blast specifications,even if the explosives supervisor,<br />

a contractor or outside consultant draws them up.<br />

Although the legal duties relating to explosives are<br />

placed on the operator, the blasting contractor also<br />

has a legal responsibility to ensure compliance with<br />

the relevant Regulations.<br />

42. STORAGE, TRANSPORT, USE AND<br />

DISPOSAL OF EXPLOSIVES<br />

(Regulation 45)<br />

45. The operator shall ensure that -<br />

(a) so far as is reasonably practicable, all explosives<br />

are stored, transported, used <strong>and</strong> disposed of<br />

safely <strong>and</strong> securely,<br />

(b) operations involving the storage, transport, use or<br />

disposal of explosives are carried out by, or under<br />

the close personal supervision of, persons<br />

appointed under Regulation 44,<br />

(c) such facilities <strong>and</strong> equipment as are necessary to<br />

enable shotfiring operations to be carried out<br />

safely are provided,<br />

(d) any vehicle that is provided for use in relation to<br />

shotfiring operations is safe for use <strong>and</strong> so<br />

marked during such use as to be readily<br />

identifiable from a distance,<br />

(e) detonators are stored <strong>and</strong> transported in<br />

separate containers from other explosives, <strong>and</strong><br />

(f) explosives are kept at all times in a locked<br />

explosives store or under the close supervision of<br />

a suitable person.<br />

42.1 Custody of Explosives<br />

Explosives must be taken into custody or issued<br />

only to an authorised person, such as the shotfirer<br />

or trainee shotfirer who is under the direct supervision<br />

of a shotfirer. They must remain under the<br />

control of such a person at all times. Detonators<br />

must be stored <strong>and</strong> transported in separate<br />

containers from other explosives.<br />

Containers for detonators must be fitted with secure<br />

locks. Electric detonators must be stored so that<br />

they are electrically isolated, with no part of the<br />

detonator or lead wires exposed to conducting<br />

material. The container must be lined with shock<br />

absorbing, anti-static material, kept clean <strong>and</strong> used<br />

only for detonators. Containers should be unlocked<br />

for as short a time as possible; only while detonators<br />

are actually being inserted or removed.Other explosives<br />

must be carried in the manufacturer’s<br />

packaging or container before use.<br />

Where deliveries of explosives (including detonators)<br />

are made directly to the blast site, the shotfirer<br />

needs to check the delivery note to ensure that the<br />

quantities are correct, sign for them <strong>and</strong> ensure that<br />

they are not left unattended.<br />

The detonators must be transferred to suitably<br />

constructed detonator containers as soon as<br />

possible. To enable accurate record keeping, the<br />

delivery note needs to be passed onto the explosives<br />

supervisor.<br />

42.2 On Site Security of Explosives<br />

At the time of preparation of this guidance there are<br />

no quarries that have operational explosive stores<br />

on site. This guidance takes cognisance that this<br />

situation may alter <strong>and</strong> guidance relating to explosive<br />

stores is included for information purposes.<br />

The arrangements <strong>and</strong> responsibilities for the<br />

storage <strong>and</strong> security of explosives on site must<br />

minimise the risk of loss or theft. Requirements<br />

regarding the security of explosives at a particular<br />

site may be set out in the stores explosive license if<br />

one is held. Advice regarding on site security of<br />

explosives should be sought from An Garda<br />

Siochana <strong>and</strong> the Department of Justice, Equality<br />

<strong>and</strong> Law Reform.<br />

The explosives supervisor should authorise persons<br />

who may h<strong>and</strong>le explosives at a quarry.The keys to<br />

any explosive store must be kept safe at all times,<br />

either in the custody of the explosives supervisor,<br />

shotfirer or explosives storekeeper, or in a secure<br />

place.To ensure the safety <strong>and</strong> security of the explosives<br />

there should be appropriate arrangements for<br />
