Recommendation 34:<br />
ODPM and DEFRA should ensure that Best<br />
Value Indicators support waste reduction<br />
and recycling and that realistic penalties<br />
and incentives are available for LAs to meet<br />
waste targets.<br />
Options are:<br />
1. enhancing the existing Comprehensive<br />
Performance Assessment by making the Best<br />
Value Performance Indicators for waste<br />
consistent and in line with a reduce-re-userecycling<br />
strategy and possibly placing more<br />
emphasis on waste aspects of performance,<br />
at least for a short period;<br />
2. a performance reward grant that provides a<br />
positive incentive by linking funding in part<br />
with achievement of a certain target – for<br />
example on statutory performance standards<br />
for recycling – and in part through an<br />
advance allocation of resources to take<br />
account of the up-front costs and effort<br />
required to meet the target;<br />
3. fines could be levied on poor performers.<br />
However, this could have an adverse impact<br />
if LAs subsequently reduced their waste<br />
spend; and/or<br />
4. for high performing authorities or the waste<br />
industry to take over the management of the<br />
waste function in poor performing<br />
authorities.<br />
