The waste industry needs to:<br />

provide an appropriate range of facilities to handle waste in line with government policy and<br />
regulatory requirements;<br />
take responsibility for the safe, long term operation and aftercare of waste facilities;<br />
mitigate, as far as it is practical, the impact of waste facilities on communities; and<br />
identify and pursue opportunities for developing new technologies/approaches.<br />
manufacturers/processors need to:<br />

●<br />
●<br />
comply with statutory obligations to recycle or recover materials, for example under producer<br />
responsibility obligations;<br />
seek to recycle waste materials wherever their manufacturing processes allow it;<br />
pre-treat waste, where necessary, before disposal to reduce hazards and adverse environmental<br />
impact;<br />
comply with regulations and give their workforce the training to do so.<br />
householders need to:<br />
●<br />
●<br />
●<br />
●<br />
minimise their own waste and encourage manufacturers to do so by refusing over packaged<br />
and wasteful products;<br />
source separate waste and use recycling facilities provided including bring sites;<br />
accept responsibility and ownership of their waste, including accepting waste management<br />
facilities where appropriate; and<br />
manage their own waste responsibly, including <strong>not</strong> littering.<br />
NGOs and the community sector need to:<br />

work in partnership with local authorities and business to support local waste strategies;<br />
deliver recycling services to households targeting particularly hard to reach groups;<br />
help promote waste minimisation, re-use and recycling to householders.<br />
The Environment Agency needs to:<br />

regulate waste facilities and the handling, transport, processing, treatment and disposal of<br />
waste in line with the BPEO;<br />
give advice to parties on the handling, transport, processing, treatment and disposal of waste<br />
and the operation of facilities; and<br />
WASTE NOT, WANT NOT<br />
●<br />
give advice to planning authorities on the appropriateness of sites for waste facilities.<br />
