identify and pursue opportunities for developing new technologies/approaches.

responsibility obligations;
seek to recycle waste materials wherever their manufacturing processes allow it;
pre-treat waste, where necessary, before disposal to reduce hazards and adverse environmental

minimise their own waste and encourage manufacturers to do so by refusing over packaged
and wasteful products;
source separate waste and use recycling facilities provided including bring sites;

NGOs and the community sector need to:

work in partnership with local authorities and business to support local waste strategies;

help promote waste minimisation, re-use and recycling to householders.
The Environment Agency needs to:

regulate waste facilities and the handling, transport, processing, treatment and disposal of
waste in line with the BPEO;
give advice to parties on the handling, transport, processing, treatment and disposal of waste
and the operation of facilities; and
