‘residual waste’ is used to describe waste from<br />

household sources containing materials that<br />

have <strong>not</strong> been separated and sent for<br />

reprocessing – i.e. the bottom half of the “SU<br />

waste hierarchy”.<br />

Clarity about the roles and<br />

responsibilities of different<br />

stakeholders is important<br />

5.13 Everyone has a part to play in solving the<br />

problems associated with waste. The roles and<br />

responsibilities of the different stakeholders<br />

should therefore be clear. Box 8 sets these out.<br />

seek to minimise their own waste;<br />

re-use, recycle and compost as much as they can;<br />

buy recycled goods.<br />

put in place an appropriate economic and regulatory framework to underpin the strategy;<br />

ensure the key players are well informed about the strategy and its implications;<br />

buy and specify products incorporating recyclates as part of its procurement policy.<br />

within their area, including co-operation and joint planning with other local authorities and<br />

secure management of waste in line with the BPEO and their own local strategy; and<br />

provide ongoing education and practical advice for local people.<br />
