7. CHAPTER STRATEGIC HEADINGS INVESTMENT MEASURES<br />
Summary<br />
The changes described in chapters 5 and 6 need to be backed up by<br />
practical measures now if we are to achieve a sustainable system of waste<br />
management.<br />
This requires a balanced package, which will:<br />
(i)<br />
reduce the rate of growth in waste quantities through an expansion<br />
of home composting, the promotion of waste minimising measures in<br />
the retail sector and encouraging the design of new products<br />
specifically to reduce biodegradable waste;<br />
(ii) expand and develop the infrastructure for recycling through a<br />
programme of best practice advice on the collection of materials, the<br />
development of recyclate markets, and kerbside, bring and civic<br />
amenity site design;<br />
(iii) provide better information and advice to households and businesses;<br />
(iv) improve the quality and range of data and research on waste by<br />
improving the co-ordination of existing surveys and data, increasing<br />
dissemination, filling critical gaps and ensuring efficient data<br />
collection systems; and<br />
(v) promote new technologies and approaches to waste management<br />
through a package of technical support and advice and a programme<br />
of pilot studies.<br />
