Project objective(s) and state of the art<br />
The REGinNET project envisages a coherent<br />
set of multiple actions directed towards<br />
regions in Associated Candidate Countries.<br />
The overall objective of the REGinNEt is<br />
enhancement of participation of those regions<br />
FP6 by actions on region level. The Project<br />
will proceed in 3 lines interrelated to each<br />
other, 2 of them are focused on improvement<br />
of the competencies of the entities performing<br />
tasks of contact points on regional level<br />
(regional contact points) by networking and<br />
training with assistance of experienced<br />
organizations form European Union, setting<br />
individual contacts by means of fellowship<br />
and deploying the knowledge and contacts for<br />
the benefit of the region communities by the<br />
means of information days.<br />
The specific objectives of the project in these<br />
3 actions lines are:<br />
1. Networking of the regional contact<br />
points (RCPs)–<br />
- to establish a longer lasting network of 19<br />
partners: 13 RCPs in 6 large Accession<br />
candidate countries and 6 National Contact<br />
Points and support organisations from<br />
Member States increase the participation of<br />
researchers and companies in FP6.<br />
- create an electronic platform supporting the<br />
network<br />
- exchange of experiences and best practices<br />
between partners<br />
- provide tailored training to the RCP’s staff,<br />
- creation of a learning community<br />
2. Staff exchange with EU contact points, to<br />
strengthen bilateral cooperation between ACC<br />
and Member States regions by fellowships<br />
- to send 1-2 persons from each of 13<br />
Regional Contact Points in ACC to assist in<br />
the daily advisory work of FP6 in the 6<br />
leading European NCPs and support<br />
organisations for a 2 week training period<br />
- to assist with the proposal preparation,<br />
- to search for partners (researchers and<br />
companies) from ACC to be included in the<br />
proposals that are prepared in the Member<br />
States where the training takes place (each<br />
fellow has to find 10 potential partners)<br />
- to use standards and tools used by foreign<br />
NCPs to increase the proficiency of<br />
consulting<br />
- to assist with report preparation, review<br />
meting preparation, costs statement building,<br />
monitoring of the project<br />
- to learn how to track important information<br />
in the project management, how to organise a<br />
kick off meeting, mid term meeting<br />
- to learn how to contact companies, how to<br />
disseminate results of the project<br />
- to participate in the InfoDays<br />
3. Information and brokerage days -<br />
provide information to research<br />
community and other organizations in<br />
ACC and facilitate prospective proposal<br />
partnerships<br />
- to organise 13 Info days (3 components:<br />
information of the call, brokerage event and<br />
workshop how to write a RTD and CRAFT<br />
proposal) on the specific topic relevant to the<br />
regional needs (IST, Nanotechnologies, Food<br />
Quality, Sustainable Development,<br />
Genomics, etc) to have 1300 participants (out<br />
of which 25 % will be SMEs)<br />
- to provide a meeting place for the<br />
proposers Member States and Candidate<br />
Countries, both researchers and companies<br />
(especially SMEs) at the 13 thematically<br />
brokerage events)<br />
- to promote the high level research potential<br />
of the 13 ACC regions to Member States and<br />
other Candidate Countries.<br />
- to train potential proposers practical abilities<br />
of how to write CRAFT and RTD proposals<br />
Problems addressed<br />
There are 3 types of problems encountered<br />
during the work as Contact Points for FPs of<br />
the EU.<br />
1. Problem with adequate information and<br />
networking habits and possibilities in large ACC<br />
2. Need of improvement of standards of work<br />
of the Contact Person work in many of ACCs<br />
regions<br />
3. The problem of potential proposers from<br />
ACC regions to obtain information and find<br />
good contacts, to get into good European<br />
consortia
