The Texas Consortium also requested a review by the DHS Inspector General into the<br />

appropriateness of the site selection process. The DHS Inspector General concluded that DHS<br />

carried out the site selection process fairly and did not identify any bias in the decision to build<br />

NBAF in <strong>Kansas</strong>.<br />

Congress directly appropriated $40 million for NBAF construction in FY2011, despite the ongoing<br />

debates regarding budget deficits. The President’s budget request for FY<strong>2012</strong> included<br />

$150 million for NBAF construction. On-going debates at the federal level regarding deficits<br />

and debt ceilings place funding for large projects such as NBAF at considerable risk, making the<br />

FY<strong>2012</strong> budget process a crucial point in the life of this project. KBA management indicated<br />

that it is essential that NBAF receive a large FY<strong>2012</strong> appropriation to begin construction on the<br />

main lab and maintain positive momentum.<br />

<strong>Kansas</strong> has committed $105 million of matching State funds to the NBAF project and $35<br />

million of research funding, both of which require active management. Therefore, on July 15,<br />

2011, Governor Brownback issued Executive Order 11-22 creating the National Bio and Agro<br />

Defense Facility in <strong>Kansas</strong> Steering Committee, of which the COB of KBA is a member. The<br />

goal of the Steering Committee will be continued coordination of actions on behalf of the State<br />

of <strong>Kansas</strong> with federal, state and private sector actors regarding funding, site planning, risk<br />

mitigation, resource allocation, transition research, legislative activity, etc.<br />

The remaining significant commitment by KBA for NBAF is the $35 million in research funding<br />

over an eight-year period to establish an R&D program to enhance national biosecurity research<br />

during NBAF construction and expedite the transition of such research to the KSU Manhattan<br />

campus.<br />

Through June 30, 2011, $39,190,000 had been committed for NBAF of which $2,785,444 has<br />

been paid. Please refer to Exhibit 17 for a listing of NBAF awards.<br />

Cancer Cures Project<br />

The Cancer Cures project is focused on statewide efforts to improve the quality of cancer-related<br />

research and care in <strong>Kansas</strong> and the region. The goals of the project are to leverage existing<br />

excellence in pharmaceutical research to spur the commercialization of cancer fighting drugs and<br />

boost Kansans’ access to the most advanced cancer fighting therapies. KBA’s roles in this<br />

project are to:<br />

• coordinate the development and implementation of an integrated and statewide cancer<br />

research strategy;<br />

• work with cancer research institutions to implement a federal advocacy agenda to<br />

enhance the institutions’ abilities to garner federal research and development funding;<br />

• build the regional and national reputation of the KUCC and position it as the leader in<br />

cancer drug discovery, development, and delivery; and<br />

• expand cancer research expertise and infrastructure in <strong>Kansas</strong> by nurturing collaborations<br />

among research and health care institutions statewide through investments in basic and<br />

clinical research; drug discovery, delivery and development; and facilities for cancer<br />

research programs.<br />
