As the goals of the program align with the desire of KUCC to attain the NCI designation, the<br />

awards under this program, as well as some under the Eminent Scholar program, are being<br />

specifically awarded to assist KUCC in achieving its goal.<br />

The largest investment under this project is the Wahl/Hixon renovation approved in the amount<br />

of $26.4 million in March 2009. KUCC requires space to advance its cancer research program<br />

for NCI designation and to recruit cancer-related Eminent, Rising Star and emerging scholars.<br />

KUCC has identified 170,000 gross square feet in the Wahl/Hixon Research Complex to meet<br />

the near-term, state-of-the-art space needs for basic and translational cancer research. The total<br />

estimated renovation cost is $50 million, of which $34 million is for design and construction and<br />

$16 million is for equipment. KBA investment will support 10 years of bond payments for<br />

construction costs.<br />

In May 2009, the BOD authorized a budget of $600,000 to assist the advancement and support of<br />

KUCC’s pursuit of the NCI designation. The support included hiring a project director at KBA<br />

to work with KUCC to support comprehensive cancer care; invest in a peer review process to get<br />

additional federal funding; retain a consulting group to provide eyes and ears in Washington<br />

D.C. to monitor federal funding of research projects related to comprehensive cancer care; and<br />

facilitate communication and marketing of the Comprehensive Cancer Care effort and the NCI<br />

designation application. On July 1, 2009, KBA hired Brad Kemp as the Director of the Cancer<br />

Cures project. Mr. Kemp serves as the liaison to KUCC.<br />

In May 2010, the BOD authorized a budget of $693,000 to assist KUCC. The support was to<br />

include the funding for three years of salary for a KU BioCenter Director, direct project support<br />

and the continued retention of a consulting group.<br />

In May 2011, the BOD authorized an additional budget of $316,000 to assist KUCC. The<br />

support is to include direct project support and the continued retention of a consulting group.<br />

KUCC submitted its NCI designation application in September 2011. Mr. Kemp indicated that<br />

there is every reason to be optimistic that KUCC’s application will be successful.<br />

As of June 30, 2011, ten Cancer Cures awards have been approved for funding in the amount of<br />

$30,508,975. Through June 30, 2011, $10,305,123 had been paid. Please refer to Exhibit 18 for<br />

a listing of the Cancer Cures awards.<br />

Other Investments<br />

Other investments, not fitting into the aforementioned categories are discussed below. Much of<br />

the investment in this category is related to efforts to partner with other organizations to grow the<br />

bioscience industry in <strong>Kansas</strong>, such as the investments in the annual BIO conventions discussed<br />

in the <strong>Kansas</strong>Bio section later in this report.<br />

Wichita Center for Graduate Medical Education<br />

The largest grant in the Other Investment category is for the Wichita Center for Graduate<br />

Medical Education (“WCGME”). WCGME is a not-for-profit consortium consisting of the KU<br />

School of Medicine-Wichita, Via Christi Regional Medical Center and Wesley Medical Center.<br />

WCGME employs the medical residents that work at the member hospitals and is seeking to<br />

increase scholarly research activity by residents in response to increased requirements of the<br />
