While we believe that it is crucial to understand <strong>the</strong> level <strong>of</strong> cross border and trans-national activities within Europe (as is done in <strong>the</strong> emerging ERA indicator framework), an EU strategy for internationalisation must focus in addition on <strong>the</strong> extra-EU dimension and be linked in with <strong>the</strong> ERA indicator framework. Key indicators for a European internationalisation strategy22 In this section we list selected indicators along <strong>the</strong> various actor groups and levels which <strong>the</strong> group thinks are <strong>of</strong> vital importance for a mid- and long-term STI internationalisation strategy. For each set <strong>of</strong> indicators we will indicate <strong>the</strong> priority in order to signal where <strong>the</strong> EG thinks action should start. Scientific collaboration: (priority medium, lots <strong>of</strong> data available already, but important to understand status quo <strong>of</strong> international activities) • Co-Publication and co-inventions (applications, granted) <strong>of</strong> EU and non EU partners authors (absolute numbers, relative shares, differentiated for knowledge areas, analysis <strong>of</strong> partner countries). 23 • Citations <strong>of</strong> extra-EU collaborations (vs. intra-EU or non-collaborative papers), development over time Financing: (priority low) Publications from projects funded by non EU funding sources 24 The data for those indicators should be compiled and analysed on a regular basis through inhouse capacities (DG Research or JRC IPTS) or outsourced to a regular data provider. Mobility: (priority high as competition or talent is a major challenge) Indicators should capture mobility (intended for limited duration) and migration (in principle open by nature) <strong>of</strong> public and private researchers. Given <strong>the</strong> importance <strong>of</strong> <strong>the</strong> availability <strong>of</strong> talent in <strong>the</strong> decades to come, <strong>the</strong>re should be a focus on PhD and early stage career researchers, inward, outward. Data should enable country and field specific analysis. Indicators on mobility should build on <strong>the</strong> work done in <strong>the</strong> EU funded project IISER (Integrated Information System on European Researchers 25 ). The IISER indicator set covers researcher stocks (general and early stage), research careers and researcher mobility (intra- EU, into and out <strong>of</strong> <strong>the</strong> EU). As <strong>the</strong> instruments are in place at EU level for most <strong>of</strong> <strong>the</strong> data, data for those indicators should be compiled and analysed in a European wide database, building upon existing activities. Research Organisation (medium priority) Data for research organisation (PRO and Universities) is very scattered and non-systematic across Europe. Every ambition must take this into account. We thus recommend starting with a simple list <strong>of</strong> key indicators to understand dynamics and effects <strong>of</strong> international activities and relations <strong>of</strong> organisations. 26 • Share <strong>of</strong> projects with non EU partners • Share <strong>of</strong> project and licencing income coming from non EU sources • Number, location and size/importance <strong>of</strong> labs in non-EU countries • Share <strong>of</strong> employed research staff coming from non EU countries 23 24 25 26 An analysis <strong>of</strong> numbers and trends should be accompanied by a selected analysis <strong>of</strong> patent values, i.e. linked to licensing income.
