Consideration should include:
- defining <strong>the</strong> objectives, principles and modalities <strong>of</strong> a common EU–MS strategic
approach and priorities to underpin EU-MS coordination and joint EU-MS
international actions;
- assessment <strong>of</strong> <strong>the</strong> costs (political, economic, financial and scientific) associated with
not increasing European policy coherence in international STI cooperation;
- <strong>the</strong> possibility <strong>of</strong> streng<strong>the</strong>ning <strong>the</strong> role <strong>of</strong> SFIC as a platform for developing and
implementing a common EU-MS strategic approach;
- balancing cooperation and competition objectives between EU Member States in
relation to 3 rd countries;
- opportunities and benefits <strong>of</strong> a coordinated approach to framework conditions for
international STI including with respect to removing market barriers, action to
facilitate standardisation and action to promote access to public procurement.
3.3.3. Developing a common approach to priority determination for international STI
cooperation.
Consideration should include:
- methodological approach (i.e. principles and criteria for developing common
priorities in international STI cooperation, including criteria for <strong>the</strong>matic and
geographical targeting;
- developing a common approach to criteria to differentiate between potential
strategic partners, or groups <strong>of</strong> countries, when developing strategic bilateral
partnerships and <strong>the</strong> promotion <strong>of</strong> cooperation at regional level (i.e. what do we want
to achieve and by what means <strong>of</strong> action?);
- balancing cooperation and competition objectives vis-à-vis 3 rd countries in
international STI cooperation; and,
- <strong>the</strong> need to adopt different approaches to cooperation for activities which are closer
to <strong>the</strong> market or are innovation related.
3.3.4 Developing <strong>the</strong> support to and involvement <strong>of</strong> industry in EU international STI
cooperation policy
Consideration should include:
- assessment <strong>of</strong> <strong>the</strong> availability <strong>of</strong> information concerning industrial investment in
international STI cooperation (including international scoreboards);
- understanding <strong>the</strong> drivers for industrial international STI cooperation;
- <strong>the</strong> factors determining industry's choice <strong>of</strong> location <strong>of</strong> <strong>the</strong>ir R&D investments as
compared to <strong>the</strong> factors leading industry to enter into cooperative R&D relationships
with entities in third countries;
- comparison <strong>of</strong> <strong>the</strong> pattern <strong>of</strong> industrial investment in international STI cooperation
with that <strong>of</strong> <strong>the</strong> EU and MS public sector;
