The reduced load on the temporary dumpsite and the proper disposal<br />
of polluting waste has reduced the health hazards to the school children<br />
and personnel of the adjoining public school. A new sanitary landfill was<br />
also identified and the sangguniang bayan has approved its purchase.<br />
The new site will be developed as a recyclable re<strong>cover</strong>y center with<br />
facilities for compost fertilizer production.<br />
Garbage collection efficiency has dramatically increased, traffic flow<br />
is now smooth and much safer in the central business district, and<br />
general cleanliness and sanitation is maintained in this critical zone.<br />
Moreover, garbage collection revenues have doubled.<br />
In addition, the number of houses with no toilet facilities drastically<br />
decreased from roughly 1,000 in 1995 to 0% in Barangay Mogong and<br />
less than 50 in the four other coastal barangays,<br />
The Bantay Dagat teams strictly enforce the prohibition of defecation<br />
in beaches and disposal of feces in the coastal waters. A mangrove<br />
replanting program has also been put in place. The fisherfolk in<br />
barangays Larapan and Napo have been organized and are now<br />
practicing proper coastal resource management and now have engaged<br />
in crab culture as an alternative or supplementary livelihood activity.<br />
Ripple Effects<br />
The Coastal Resource Management Program (CRMP) significantly<br />
contributed to cleaner beaches and coastal waters and thus helped<br />
increase the income of fishing households and operators of beach<br />
resorts and their workers. The 130 households engaged in full-time<br />
artisanal fishing are now enjoying an estimated 10% increase in catch<br />
volumes and income from the average total daily production. If this<br />
increased production is maintained, fishing households are expected<br />
to realize a P1,875 increase in their annual gross income to reach a<br />
total of P20,625. Loss of patronage of the beach resorts due to increasing<br />
human fecal pollution of beaches and coastal waters was also averted.<br />
Indiscriminate dumping of garbage in the streets and canals and in<br />
vacant lots was a frequent cause of quarrels among neighbors and<br />
between law enforcers and offenders. The elimination of this practice<br />
removed one common source of conflict.<br />
