Code Blue<br />

Several strategies were implemented. First, the Oriental Negros Hospital<br />

System was established to ensure the survival of provincial, district and<br />

community primary hospitals. Second, hospitals were allowed to retain<br />

and utilize their income to improve health care delivery. Third, the District<br />

health system and the inter-local health zone were revitalized and<br />

institutionalized. In addition, a partnership was formed between the<br />

province of Negros Oriental and the Bais City to upgrade the Bais District<br />

Hospital. Private sector support was solicited.<br />

The Sangguniang Panlalawigan passed an ordinance fixing the rates<br />

for admission and consultation. Physical therapy, laboratory and dental<br />

fees were also set. Then, the diagnostic center was set up and the<br />

rehabilitation component strengthened.<br />

To augment the hospital staff, accreditation of visiting private<br />

consultants was instituted. Medical specialists were hired on a parttime<br />

basis and doctors from the medical pool of the DOH were<br />

dispersed. Lastly, teams of hospital personnel were sent to train at the<br />

National Kidney Institute and the Philippine Heart Center.<br />

Eventually, a Health Sector Reform Agenda was adopted with Negros<br />

Oriental as the convergence area. This entailed public health reforms,<br />

improved drug management, the development of local health systems<br />

and other health programs such as an expanded program on<br />

immunization, healthy lifestyle program, dengue control, rabies control,<br />

and maternal and child health program.<br />

There was also the development of financing schemes. These reforms<br />

enabled the local governments to provide financial and manpower<br />

support to the hospitals. The DOH was tapped to provide consultants<br />

as well as additional equipment.<br />

Meanwhile, the private sector provided support for the improvement of<br />

hospital facilities, and donated equipment as well as additional<br />

medicines. Private sector support made possible the repair and<br />

renovation of most hospital wards, emergency rooms, intensive care<br />

units and critical care units. The total cost of assistance for repair and<br />

renovation amounted to P11,904,064.33.<br />

The whole community’s involvement was gained through the<br />

formation, strengthening and institutionalization of people’s councils and<br />
