How to Grow an ICM Program<br />
Kontra-Kalat sa Dagat (KKD)<br />
BEFORE the Kontra Kalat sa Dagat (KKD) project was initiated in 1999,<br />
Bataan’s problem was how to protect its extensive marine and coastal<br />
resources. Lack of awareness on the proper management and control<br />
of coastal resources, lack of proper waste management, and deficient<br />
waste management system of the coastal communities had resulted in<br />
an alarmingly increasing pollution of the Bataan-Manila Bay coastlines<br />
that was threatening both livelihood and health of the residents of the<br />
coastal communities of Bataan. The fact that previous attempts in coastal<br />
management were largely sectoral and tended to duplicate, if not<br />
contradict, each other, only compounded the problem.<br />
Success Begets Success<br />
The first KKD project was basically a clean-up and awareness raising<br />
campaign <strong>cover</strong>ing the towns of Limay, Orion and Mariveles. But KKD<br />
became an event that showcased the potential of establishing a<br />
partnership between the local government of Bataan and the province’s<br />
business community to address issues and concerns affecting the coastal<br />
areas of the province. The activity was so successful that by December<br />
1999, a team from the Global Environment Facility/United Nations<br />
Development Programme/International Maritime Organization (GEF/<br />
UNDP/IMO) regional program on Participation in Environmental<br />
Management for the Seas of East Asia (PEMSEA) evaluated the<br />
possibility of funding the implementation of integrated coastal<br />
management (ICM) in the province.<br />
By February 2000, a memorandum of agreement was signed<br />
between the Bataan provincial government, the Bataan business<br />
