line. Their income effectively increased by 35%. Municipality-wide, 499<br />
households accessed financing for micro-enterprises, resulting in a 25%<br />
increase in income; 59 households accessed micro-financing to improve<br />
their shelter; 175 beneficiaries joined savings mobilization and capital<br />
build-up; 12 families were provided decent housing in a two-hectare lot<br />
donated by the local government; and 100 more houses were built.<br />
In resource management initiatives, seven marine protected areas<br />
(MPAs) were established in six barangays in five islands <strong>cover</strong>ing 180<br />
hectares. Bantay Dagat operations have been most active. For the past<br />
three years there have been at least 1,152 arrests generating P3 million<br />
in penalties. This has resulted in an average increase in fish catch by 5<br />
kg a day, which translates to added income of P200. Other barangays<br />
have also asked the municipality to establish MPAs in their areas.<br />
In health initiatives, ten new barangay health centers were constructed<br />
and 1,333 beneficiaries were provided health services. Morbidity<br />
decreased from14.6% in 2002 to 10.7% in 2003. Maternal mortality<br />
was reduced from 240 in 2001 to 128 in 2002 and to zero in 2003.<br />
Water-borne diseases decreased from 5.34% in 2002 to 3.92% in 2003.<br />
In education initiatives, twenty day care centers were constructed in<br />
six years, benefiting 750 pre-school children; six elementary and primary<br />
schools were constructed in three years; 3,111 pupils were provided<br />
workbooks and textbooks; 304 under-achieving pupils from Grades 1<br />
to 3 were given remedial classes; and 100 Grade 1-3 teachers were<br />
trained in pedagogy for improved teaching. Overall, there was a 15%<br />
improvement in reading proficiency among the pupils.<br />
Recognition and Replication<br />
Concepcion has earned various recognitions, among them as most<br />
child-friendly municipality (4 th to 5 th class category) in the Western<br />
Visayas Region for three years, second most child-friendly municipality<br />
in the country (2003), best implementer of anti-poverty programs of the<br />
DSWD, most outstanding municipality in nutrition program<br />
implementation, and most outstanding Municipal Peace and Order<br />
Council (MPOC) in Western Visayas.<br />
Concepcion serves as a learning site for both local and foreign study<br />
groups on good governance. Mayor Banias and his key staff are often<br />
invited to meetings and seminars to speak about their best practices.<br />
Many of their programs are replicated in other municipalities.<br />
