Although the MEEDO is a special body, fees, charges, and rentals<br />

are determined in compliance with local ordinance. Implementation can<br />

only be done when the following processes have been met:<br />

a. After notice, public hearing and publication in at least three<br />

conspicuous places in the locality for a period of 15 days; and<br />

b. If no appeal is made to the office of the sangguniang bayan on the<br />

fees, charges, and rentals within one month after the 15-day publication,<br />

the same is deemed approved with finality.<br />

Ensuring Sustainability<br />

To ensure sustainability in the expansion and development of the<br />

municipal economic enterprises, a separate office was created by the<br />

local government. The Project Development Committee (PDC) is<br />

composed of the Municipal Planning and Development Coordinator,<br />

Municipal Treasurer, Municipal Budget Officer, Personnel Officer,<br />

Municipal Accountant, and Municipal Engineer.<br />

The PDC is tasked to prepare project feasibility studies and<br />

proposals, and to perform other functions that may be required by the<br />

MEED board for the development of economic enterprises of the local<br />

government. Without the PDC, MEEDO would have difficulty advancing<br />

the development of economic enterprises considering the limited<br />

capacity and number of MEEDO personnel.<br />

The creation of the MEEDO was an offshoot of the revenue<br />

generation capability-building assistance extended by the Philippine-<br />

Canada Local Government Support Program (LGSP) with the following<br />

activities: (a) participation of the local chief executive in consensus<br />

building workshop; (b) formation of technical working groups; (c) conduct<br />

of a public economic enterprise diagnostic audit; (d) creation of the<br />

MEEDO with defined organizational structure through an ordinance; (e)<br />

legislative, legal and institutional support; (f) budgetary appropriation<br />

and appointment of personnel; (g) capacity building trainings through<br />

LGSP assistance; (h) launching and operationalization of the MEEDO;<br />

and (i) project monitoring and evaluation.<br />

The entire process of establishing the MEEDO <strong>cover</strong>ed a period of<br />

seven months. The creation of MEEDO can easily be replicated by other<br />

low income municipalities as some personnel from the municipal<br />

treasurer’s office and municipal engineer’s office can be pooled together<br />

and established into a separate office.<br />
