Organization and Training of Community Groups. Community<br />

volunteers are provided training on gender sensitivity, violence against<br />

women and basic counseling, family dialogues, laws and legal<br />

processes on issues on women, on-the-job-case-handling and regular<br />

feedbacking. The organized communities include women, men, youth<br />

and local support groups. The best assurance to sustainability is an<br />

enlightened community.<br />

Formation of Inter-agency Councils and Committees. The different<br />

stakeholders need to link up and coordinate with each other: the police,<br />

the Department of Social Welfare and Development, the Department of<br />

Health, the Department of the Interior and Local Government, the local<br />

government units (mayors, sanggunian, tanods, Lupong Tagapamayapa,<br />

and barangay captains), and other private sector groups. Developing<br />

capabilities within the agencies will help increase services and ensure<br />

prioritizing and maximizing of resources. Linkaging among agencies<br />

with similar services can also facilitate learning together as well as<br />

referrals. Training includes gender sensitivity, violence against women,<br />

related laws and other topics identified.<br />

Mainstreaming VAW as an Issue of Governance. Part of the<br />

objective of the program is for local government units and agencies to<br />

recognize the issue of family violence and support the efforts through<br />

any of the following: establishing gender and development desks in their<br />

offices, budget for training or honoraria for volunteers, or integrating the<br />

program in their own development agenda.<br />

Establishment of Anchor NGOs/Agencies. An anchor NGO/agency<br />

is a crucial support to the inter-agency committee and in the matching<br />

of needs and resources as well as referral among the stakeholders.<br />

The NGO/agency’s capacity to facilitate and work together with the<br />

different agencies, create win-win solutions among the stakeholders,<br />

respecting subsidiarity while ensuring the independence of the program,<br />

will will always make a difference. In Cebu City, aside from the secretariat,<br />

there are anchor agencies to facilitate coordination of the following<br />

committees: training and advocacy, counseling, enforcement, medical,<br />

community organizing, youth and children.<br />
