a. Barangay Health Workers’ Federation<br />

b. Community Based Rehabilitative Workers<br />

c. Communicable Disease Surveillance System<br />

d. Community Based Monitoring and Information System<br />

e. District Hospital Health Board<br />

f. Board of Management with Non-Government Organizations<br />

The formation of six Inter-Local Health Zones further decentralized<br />

local management of health service delivery at the district level. The<br />

institutionalization of the District Health System enabled the sharing of<br />

resources by the different local governments through a common trust<br />

fund.<br />

Fiscal Health<br />

All these resulted in increased hospital income, which resulted in<br />

improved hospital facilities and equipment, manpower augmentation,<br />

improved services and quality of patient care.<br />

In due time, the health status of the population of Negros Oriental<br />

also improved. Mortality, morbidity and malnutrition declined. Infant<br />

deaths went down from 11.92/100 live births in 1995 to 8.36/100 live<br />

births in 2002. Maternal deaths decreased to 68.28/100,000 live births<br />

in 2002, which is much lower than the 1995 figure of 83/100,000 live<br />

births. Protein energy malnutrition also decreased from 6.5% in 1995 to<br />

5.9% in 2002. The cure rate under the National TB Program became<br />

consistently above 85% in the last 3 years.<br />

By harmonizing its governance structure and instituting reforms,<br />

Negros Oriental was able to streamline its bureaucracy and reverse the<br />

deterioration of its health care services. By tapping the private sector it<br />

was able to pursue the development of a health financing scheme which<br />

eventually benefited the indigent and marginalized segments of the<br />

population, and by encouraging the active participation of whole<br />

communities, the provincial government was able to ensure the<br />

sustainability of its health services.<br />

Coda<br />

The success of the partnership program in health care delivery adopted<br />

by Negros Oriental has encouraged other provinces, such as Bohol and<br />

Siquijor, to implement similar reforms and programs. The provinces of<br />
