The program is a partnership between the city government and the<br />
Human Development and Empowerment Services (HDES), a nongovernment<br />
organization working on AIDS prevention and advocacy.<br />
The City Health Office (CHO) spearheads the implementation of the program<br />
in coordination with HDES and supported by USAID through the Path<br />
Foundation. The Zamboanga City Multi-Sectoral AIDS Council (ZCMSAC)<br />
was established to ensure the implemetatyion of a comprehensive plan.<br />
Well Thought Out Plans<br />
The general objectives are to monitor, control and prevent the possible<br />
outbreak of AIDS/HIV and STDs/STIs in the city and, in the process,<br />
safeguard the whole country.<br />
The strategies and activities of the project are the following:<br />
a. Design and develop local plans to prevent the spread of STDs/<br />
STIs/AIDS/HIV and reduce the impact of the disease on individuals,<br />
families and communities;<br />
b. Advocate/lobby for the passage of local ordinance on AIDS/HIV;<br />
c. Upgrade knowledge, attitude, skills and service delivery of the<br />
City Health Office personnel and Community Health Outreach Workers/<br />
Peer Educators of HDES; and<br />
d. Increase public awareness thru information, education and<br />
communication activities and utilize participatory community approaches.<br />
Among the many support activities are the following:<br />
a. STI/AIDS/HIV Education: annual AIDS/HIV dissemination forum<br />
for the ZCMSAC; education of owners, registered female sex workers<br />
of entertainment establishments, freelance sex workers, policemen,<br />
drivers, fishermen, seafarers, porters, students and the general public;<br />
and production and distribution of IEC materials in the vernacular.<br />
b. Health Service Delivery: establishment of Community Health<br />
Outreach Stations; condom outlets in entertainment establishments, sarisari<br />
stores and cigarette vending stalls; provision of voluntary HIV testing<br />
and pre-/post-testing counseling; and issuance of yellow cards to<br />
freelance sex workers.<br />
c. Surveillance and Monitoring: surveillance activities through<br />
serologic testing; operations of Task Force Buenas, i.e., monitoring of<br />
entertainment establishments, inspection of business/sanitary permits<br />
and health certificates of entertainers; and data bank established through<br />
the Sentinel Surveillance System and AIDS/HIV registry.<br />
