2013 Wages for Non-Union Staff
RECOMMENDATION:
For Council review and direction.
REPORT
As the 2013 Budget process moves forward Council needs to provide direction on how
to proceed with the non-union staff wages.
There have been two reports provided to Council; however, no decision has been
made. CAO report 69-2012 outlined the Market Review Study that was completed by
McDowall Associates and CAO report 74-2012 which was seeking Council direction on
the preparing the 2013 budget.
CAO report 69-2012 is attached for your perusal.
CAO report 74-2012 excerpt that pertains to wages:
Staff Salaries & Wages: The past practice when it came to the cost of living
adjustment to staff wages and salaries was to follow the adjustments
negotiated in the Collective Agreement with our unionized staff, the Collective
Agreement calls for a 1% adjustment effective January 1 st , 1.5% effective July
1 st and 0.25% effective December 1 st . I am wondering as well as to whether
or not there will be a “county wide” approach to this issue.

That C.A.O. Report No. 69-2012 regarding a market review of
salaries and pay equity and the impact of implementing any
adjustments be referred to the 2013 budget discussion.

That the 2013 DRAFT budget be prepared with a 2% increase over
the 2012 dollar amount.
