1.3 Human and Economic Resources<br />
The scientific and technical commitments of the PSA and the workload this<br />
involves are un<strong>de</strong>rtaken by a team of 112 persons that as of December <strong>2006</strong><br />
ma<strong>de</strong> up the permanent staff lending its services to the <strong>Plataforma</strong> <strong>Solar</strong>. In<br />
addition to this staff, there is a significant flow of personnel in the form of<br />
visiting researchers, fellowships and grants handled by the Office of the Director.<br />
Of the 112 persons who work daily for the PSA, 55 are CIEMAT personnel,<br />
21 of whom are located in the main offices in Madrid.<br />
In addition, the 12 persons who make up the DLR permanent <strong>de</strong>legation as<br />
a consequence of its current commitments to the Spanish-German Agreement<br />
also make an important contribution.<br />
The rest of the personnel are ma<strong>de</strong> up of a no less important group given<br />
the center’s characteristics. These are the personnel working for service contractors<br />
in operation, maintenance and cleaning in the various different facilities.<br />
Of these 32 persons, 14 work in operation and 18 in maintenance.<br />
The auxiliary services contract accounts for 8 administrative personnel and<br />
secretaries, 2 IT technicians and 5 security guards.<br />

The effort CIEMAT has ma<strong>de</strong> for the last several years to provi<strong>de</strong> the PSA<br />
with the necessary human resources should be emphasized. This continued<br />
effort is allowing us to un<strong>de</strong>rtake our task with greater assurance of success.<br />
The PSA budget has an upward trend, in large part due to higher revenues.<br />
Income from the European Commission has been an outstanding contribution<br />
of our longstanding partner DLR. A good number of the new joint projects<br />
proposed to the EC have allowed the DLR to continue at the PSA in a new<br />
relationship based on specific projects, and the fruit of this success is the relevance<br />
of the German <strong>de</strong>legation at the PSA.<br />
The significantly increased number of projects financed by the National<br />
Plan for R&D reflects a growing <strong>de</strong>cision for renewable energies and in particular,<br />
for solar concentrating technologies.<br />
