1.0 INTRODUCTION<br />

The <strong>Wyoming</strong> <strong>Framework</strong> <strong>Water</strong> <strong>Plan</strong> has two<br />

objectives. The first objective is to provide basic data and<br />

information regarding <strong>Wyoming</strong>’s water resources. Volume<br />

I of the <strong>Framework</strong> <strong>Water</strong> <strong>Plan</strong> addresses that objective by<br />

presenting a statewide perspective on the distribution of<br />

water, water quality, present water uses, and projected water<br />

uses. The second objective, and the subject of Volume II of<br />

the <strong>Framework</strong> <strong>Water</strong> <strong>Plan</strong>, is to provide future water<br />

resource planning direction to the State of <strong>Wyoming</strong>.<br />

Preparation of the <strong>Framework</strong> <strong>Water</strong> <strong>Plan</strong> Volume I<br />

relied heavily on the assembly of data and information<br />

prepared during seven basin planning efforts between 2000 and 2006. Volume II offers planning and<br />

management direction that is the result of synthesizing a body of ideas from the following sources:<br />

! Ideas, opinions, and issues collected from water users through the Basin Advisory Group<br />

(BAG) meeting process.<br />

! Results of a three-tiered planning survey, which included an e-mail survey, conversations<br />

with water managers, and a facilitated agency leaders meeting.<br />

! Results of a survey on the planning processes of several other western states.<br />

! Observations on the existing planning process noted by the consulting team during the<br />

assembly of Volume I.<br />

! Ideas and opinions of state agency staff that were tasked with providing input and direction to<br />

this project (<strong>Wyoming</strong> <strong>Water</strong> Development Commission [WWDC], State Engineer’s Office<br />

[SEO], and <strong>Water</strong> Resources Data System [WRDS]).<br />

Chapter 2 of this Volume II report summarizes the information, data, planning ideas, and<br />

suggestions obtained from the BAG process and the three-tiered planning survey performed by the<br />

consulting team. Chapter 3 presents recommendations for the structure and content of future basin and<br />

framework plans. These recommendations are the result of the consulting team’s observations during the<br />

assembly of Volume I. Chapter 4 offers recommendations focused more on the general planning and<br />

management direction that various state agencies have provided. Chapter 5 provides a summary of issues<br />

and recommendations for future river basin planning.<br />
