3.0 RECOMMENDATIONS FOR FUTURE PLAN STRUCTURE AND CONTENT<br />

5.0 Current Use - Provide estimates of:<br />

! How the water resource presented in Chapter 4 is being depleted.<br />

o Agriculture.<br />

o Municipal and Domestic.<br />

o Industry.<br />

o Miscellaneous (wildlife, phreatophytes, etc.).<br />

! Evaporation abstractions from the entire water resource. These should be<br />

assigned to each water use sector associated with the depletion. As an example,<br />

evaporation from a municipal water supply reservoir should be assigned to that<br />

municipality. In addition, evaporation from reservoirs constructed in <strong>Wyoming</strong><br />

to provide water supplies for downstream states should be assigned to<br />

downstream states’ allocations under the respective interstate compact(s) or court<br />

decree(s).<br />

! How much is being depleted in acre-feet per month, and total annual depletion<br />

during wet, normal, and dry years.<br />

! How much is being diverted in acre-feet per month, and total annual diversions<br />

during wet, normal, and dry years.<br />

! The timing of the water depletions and diversions by month during wet, normal,<br />

and dry years.<br />

! How water resources are being used in other ways that do not deplete the supply,<br />

but limit or restrict use by other sectors, including:<br />

o Recreation.<br />

o Instream flows.<br />

o Wetlands.<br />

6.0 Future Needs - What are the projected water needs of the water-depleting sectors and the<br />

non-depleting sectors? These needs should be defined in terms of amount (volume and/or<br />

rate as appropriate), timing, location, and quality.<br />

7.0 Availability - Where, when, and in what amounts is there water supply that is in excess of<br />

that required to meet present uses and legal obligations including existing water rights and<br />

interstate compacts?<br />

8.0 Opportunities - Where and in what configuration are the opportunities for meeting<br />

projected needs that meet screening criteria? Apply the “best criteria” from the previous<br />

seven plans.<br />

9.0 Strategies – Include strategies for how to achieve the goals arrived at during the planning<br />

process.<br />
