4.0 AGENCY PLANNING RECOMMENDATIONS<br />

! Recognize that while water development and use provide benefits for people, there are<br />

environmental tradeoffs relative to the health of natural aquatic ecosystems and their<br />

associated benefits.<br />

o Develop approaches to incorporate aquatic system values into water planning.<br />

o Avoid major adverse impacts, minimize other impacts, and restore functions of<br />

previously impaired systems.<br />

! Recognize changing demographics in the areas of societal values and future needs.<br />

! Recognize the growing importance of nonconsumptive values.<br />

! Facilitate equal participation opportunity for all interests. Avoid exclusionary processes and<br />

environments.<br />

! Recognize and promote appropriate water conservation.<br />

! Consider effects of climate change in water planning.<br />

4.4 BASIN ADVISORY GROUPS<br />

Bear River Basin<br />

! Participation in the Bear River Regional <strong>Water</strong> Quality Task Force should be continued to<br />

protect <strong>Wyoming</strong>’s water resources.<br />

! <strong>Plan</strong>ning for future growth should be encouraged to properly manage and allocate<br />

<strong>Wyoming</strong>’s water resources.<br />

! Methods to meet agricultural water needs should be evaluated.<br />

! Strategies to meet the increasing municipal and domestic water demands should be evaluated.<br />

! Groundwater resources of the Bear River Basin should be described and evaluated.<br />

Green River Basin<br />

! <strong>Water</strong> storage opportunities should be identified and pursued to improve the reliability of the<br />

irrigation water supply on the tributaries of the Upper Green River Basin.<br />

! Accurate data on water supply and use in the Green River Basin should be obtained.<br />

! Salt loading to the Green River and its tributaries should continue to be reduced.<br />

! <strong>Plan</strong>ning for future growth should be encouraged to properly manage and allocate<br />

<strong>Wyoming</strong>’s water resources.<br />

! <strong>Plan</strong>s for future industrial and municipal water needs within the basin should be developed.<br />

! Groundwater resources of the Green River Basin should be described and evaluated.<br />

Northeast River Basin<br />

! Proper land management and use should be promoted to protect and preserve water quality.<br />

! Careful control and management of coal bed methane (CBM) discharge water should be<br />

encouraged to reduce the impacts to land and water.<br />

! Groundwater resources of the Northeast Basin should be described and evaluated.<br />

! Ways for municipalities to meet their future water demands should be evaluated.<br />
