The main basis for the management system of STUK is the Finnish legislation, i.e. acts and decrees for radiation and nuclear safety, but also acts and decrees giving requirements and rules to be followed by all governmental authorities and organizations in Finland. Further bases for the management system are international standards ISO 9004 and ISO/IEC 17025, and the IAEA safety standards concerning management systems of a regulatory body. The principles of the EFQM Excellence Model are also applied. And last, for a great deal the management system also integrates the experiences and good practices that STUK workers themselves have learned working tens of years in the field of nuclear and radiation safety – both in Finland and abroad. Series No. GS-R- 3;para 2.1 STUK prepares a strategy for a five year period and in the annual planning process the goals of the strategy are taken into account (Guide STUK 2.3). The planned and systematic actions are presented also in the annual plans. The results of the implementation of the annual plans are systematically assessed. For its work, STUK has identified and established 11 core processes (Guide STUK 1.2). All these core processes have subprosesses. In addition, there are several support
processes. The requirements and working procedures to carry out successfully all these processes are described in the Quality Manual of STUK. The Quality Manual consists of about 300 separate guides arranged in a hierarchical manner: on top, there are the guides addressing the whole STUK, then there are guides for the departments of STUK and last, there are guides for laboratories. STUK has established systematic measures to assess implementation of the management system, including audits, self assessments and management review (Guide STUK 1.2). SQID 2.3 In 1997, STUK started to develop a coherent management system with various quality tools (e. g. self assessments and internal audits) connected to this system. In this development phase all relevant processes and activities of STUK were evaluated (Guide STUK 1.2). STUK´s strategy is compiled every 5 th year and updated annually. In compiling the strategy, also a SWOT analysis is made to find the strengths and weaknesses and also the opportunities and threats of STUK. When compiling the strategy also the necessary actions for the further development of the management system are evaluated. Requirements and items to further develop the management system are systematically identified in self assessments, internal and external audits and management reviews. Further identification is made in active connections with stakeholders and in international cooperation.
