are valued as highly as those interested in managerial duties.<br />

The top management is responsible for adequacy of resources <strong>and</strong>, therefore, the<br />

conditions for organizing staff development. Accordingly the management has<br />

established the necessary prerequisites for systematic training. This covers initial<br />

training, annual common <strong>and</strong> specific training, training outside <strong>STUK</strong> as well as<br />

arrangements for personal development.<br />

In annually discussion held with each staff member staff’s existing competence <strong>and</strong><br />

skills are indentified (competence mapping by OSKAR) as well as the views <strong>and</strong> wishes<br />

of the necessary competence development. Competence development can be a general<br />

enhancing the capacity or maintaining <strong>and</strong> developing the expertise.<br />

<strong>STUK</strong> assesses systematically how annual plans have been realized. (Guide <strong>STUK</strong> 2.3).<br />

This assessment covers also the realization of training <strong>and</strong> competence development<br />

programmes.<br />

In the annual discussion with each staff member the most important topics are the<br />

realization of the objectives, agreement on future objectives <strong>and</strong> the needed resources<br />

as well as personal development needs. When the realization of the set objectives is<br />

assessed, both appreciative <strong>and</strong> critical feedback shall be communicated directly. <strong>STUK</strong><br />

Departments maintain competence maps. Maps of personal competence (OSKAR) are<br />

updated in annually. In the case of possible rise in the level of expertise is recognized it<br />

is registered in the competence map.<br />

<strong>STUK</strong> carries out every second year a survey on staff wellbeing. This survey includes<br />

also questions on training <strong>and</strong> competence development.<br />
