This includes especially assessment and improvement of accessibility and user-friendliness of the Management System as well as assessment of structure and guidelines. In addition to the evaluation and improvement of operations, the Management System is also maintained, evaluated and improved continuously. Improvement of the Management System pays particular attention to the structure of the system (also to the structure of manuals and guides), availability and evaluation and improvement of user interfaces. Each manager is responsible for the internal implementation and development of the management system in his/her area of responsibility. This especially includes • Definition of the operational organisation and work processes • Commitment of units and staff to quality consciousness and to the management sys-tem • Emphasis on quality criteria in management and development • If necessary, the appointment of people responsible for monitoring, reporting and developing the performance of the management system. These people are usually also members of the quality group. The implementation of Management System is independently assessed by annual audit programme and internal inspections. Annual self-assessments are carried out in STUK (Guide STUK 6.3). The main focus of these assessments is to identify measures for the improvement of the management system. All individuals are encouraged to participate into self-assessments and also to bring up other improvement ideas. Guide STUK 1.2 Each employee in STUK is responsible for the quality of his/her own work. This also includes cooperation and active transfer of information, when the task or matter in question requires it. The head of an organisational unit is responsible for taking care of that the employees of his/her unit continuously have reasonable duties essential from the viewpoint of the organisational unit’s objectives and that the employees have possibilities to work efficiently and in a way of good quality Therefore, the employees shall have good possibilities to get sufficient information on matters related to duties and working conditions to discuss and to get support in matters related to duties to get sufficiently information on training possibilities and on other occasions related to the increase of expertise to make proposals for the development of his/her duties and STUK’s activities (Order STUK 2.3). Series No. GS-R- 3;para 3.5 ensure that it is clear when, how and by whom decisions are to be made? All relevant information is gathered and used when a decision is being prepared. An essential part of the process is extensive communication between the experts participating in the preparation. The principal reviewer is familiar with the relevant regulations, STUK´s general policies and previous decisions in similar cases. If necessary, research or advisory opinions are ordered from external experts to support decision making (Guide STUK 1.1). Regulatory decision making emphasises the substance of the issues, and the consistency with the mission of STUK. Essential bases for the decisions and statements are presented in writing. Requirements that are presented in connection with the decisions are proportional to the safety relevance and increase the actual quality and safety. A decision can be changed if additional arguments presented later on give a good reason for a new decision. Regulatory activities are recorded with a goal in mind, that the manner of processing and the basis for the decision can be traced if necessary (Guide STUK 1.1). Legislation defines matters on which STUK makes the decisions and regulatory guides (ST Guides and YVL Guides) give detailed guidance regarding issues or matters which need application of STUK’s decision. Order STUK 2.1 gives a list of matters and defines by whom the decisions shall be made. More detailed guidance on decision making is given in guides YTV 2.1.1 (YTO), YTV 2.3.1.(YMO), SKV 2.5 (STO). According to the Act on administrative procedures (434/2003 Section 23) a matter shall be considered without undue delay. upon request, the authority shall supply the party with an estimated time of issue of a decision and respond to queries as to the progress of the consideration of the matter. STUK’s Management System includes several guides as regards reviewing and filing of documents sent to STUK or prepared by STUK.
