SQID 11.2 STUK has established an integrated planning system. STUK’s strategy is updated every fifth year and presents the most important goals and the prioritization of the activities. Action programmes for all core processes are derived on the basis of STUK’s strategy. Annual action plans based on the strategy and action programmes are prepared, and more detailed work plans needed for its implementation are prepared for all of the organisational units and employees. Performance reviews conducted by each of the superiors and his/her subordinates are an essential part of the planning. STUK has established measurable objectives for implementing strategies and plans. These are presented in the STUK’s annual result plan (Guide STUK 2.3) Result agreements for departments are done by Director General and the Directors. Within their responsibility areas the Directors sign the result agreements with the heads of each unit. The personal performance targets for each employee are agreed upon in a result discussion with the manager. Result agreements include objectives that relate to products or results which are to be achieved. In defining the results, special attention must be paid to the fact that the fulfilment of the results can be measured at the end of the planning period. Director General confirms the budget for departments and for result units working directly under Director General. Detailed instructions on the annual planning process are given annually by specific order of the Director responsible for that process. In defining objectives, the following criteria must be taken into account: realism; the objectives must be achievable challenges; the objective level must be adequate, meaningful and encouraging verifiability; the results have to be able to be verified by measuring or evaluating so
