The expectations of stakeholders are taken into account when <strong>STUK</strong>’s strategy, action<br />
programmes for core processes <strong>and</strong> annual plans are prepared. <strong>STUK</strong> actively collects<br />
feedback through meetings, surveys <strong>and</strong> interviews from all interested parties. For<br />
regulatory control of nuclear facilities regular meetings are held between <strong>STUK</strong> <strong>and</strong><br />
licensees top management. Special outage meetings are arranged before <strong>and</strong> after<br />
outages at NPPs, in which the licensee’s <strong>and</strong> <strong>STUK</strong>’s needs <strong>and</strong> experiences are<br />
discussed. Feedback is also received in conducting regulatory control of activities <strong>and</strong><br />
facilities.<br />
During the preparation process of the regulatory guides they are circulated for<br />
comments to the interested parties such as licensees <strong>and</strong> operators. The <strong>STUK</strong> guide<br />
extranet, which opened in the summer of 2010 (https://ohjeisto.stuk.fi), makes<br />
publicly available drafts of the YVL Guides, ST Guides <strong>and</strong> VAL Guides under<br />
preparation or revision. (Guides <strong>STUK</strong> 3.3, YTV 3.2 <strong>and</strong> SKV 10.1).<br />
According to (Guide <strong>STUK</strong> 6.5) all stakeholder <strong>and</strong> customer inquiries are planned as a<br />
part of action programmes for core processes <strong>and</strong> the realization is included in annual<br />
plans. Inquiries can also be contracted to an outside company. Results are inputs for the<br />
management review. If necessary, corrective measures are taken<br />
Guide <strong>STUK</strong> 6.5 includes also guidance on rectification <strong>and</strong> notification processes.<br />
Dissatisfaction towards <strong>STUK</strong> operations can be expressed either in writing or orally.<br />
The primary place for reacting towards rectification <strong>and</strong> notifications is the appropriate<br />
organizational unit. If a customer requests e.g. that a change should be made to a<br />
statement or an order presented in the inspection protocol, he/she is asked to prepare<br />
a justified rectification request in writing. The same procedure is followed when a<br />
customer argues that essential facts require that a change should be made in a <strong>STUK</strong><br />
decision.<br />

The final decisions on actions taken on the basis of stakeholder feedback are always<br />
taken by <strong>STUK</strong>. According to Guide <strong>STUK</strong> 3.1 one of the main principles is the legality.<br />
In addition, the safety significance of the h<strong>and</strong>led issues shall be recognised <strong>and</strong> the<br />
emphasis on ensuring safety shall be given in <strong>STUK</strong>’s regulatory activities.<br />
