13 13.1 Text Safety Standards Series No. GS-R- 3;para 4.1 How has the senior management determined the amount of resources necessary to carry out the activities of the regulatory body and to establish, implement, assess and continually improve the management system? SQID 13.2 The management of STUK is responsible for adequate resources in various main regulatory activities (regulatory control of safety and security of NPPs, nuclear waste management and use of radiation). This is reflected in the organization of STUK (Guide STUK 2.3). A Management by Results System is in use in STUK. The focus in the planning of activities is not only in goals but also in the quality and effectiveness of the work. The follow-up of activities, the evaluation of achieved results are also covered by the Management by Results System. Within the system objectives and timelines as well as resource allocation for all activities are determined. STUK 2.3 The most important goals of STUK and weighting between its different regulatory activities are tackled with in STUK´s strategy, which is compiled every 5 years. These weightings and goals are considered in annual plans. In annual planning resources are allocated to different areas of regulatory activities. Based on the detailed work time recording system the real time used is followed and assessed. One part of annual planning is human resource plan, all departments prepare HR-plan for next coming year and also a long-term one for next five years. These plans are approved by DG. For implementing, assessing and improving the management system STUK has a comprehensive system. Internal auditing of STUK’s activities is described in Guide STUK 6.1, self-assessment in Guide STUK 6.3 and management reviews and corrective actions are described in Guide STUK 6.4. These activities shall be included in annual plan of departments and independent units and also resources shall be allocated. Further more STUK has a Quality development group which coordinates implementation and development of STUK’s quality policy, drafts of annual plan for the quality management, supports departments in development of their quality management and follows the development of general quality management systems in domestic and international and takes necessary initiatives to for improvement in STUK.
