It shall be possible to send open command to (U)SIM cards 7 Campaign Management 7.1 The offered OTA system shall be capable of campaign management and performing mass updates. 7.2 The offered system shall have a GUI for management campaigns (Define, start, reporting). These operations should be possible via GUI. • Create a campaign • Remove a campaign • Execute the operations • Change the campaign parameters • Suspend a campaign • Resume a campaign • Monitor a campaign • Monitor card/subscriber in a campaign • View the campaign history 7.3 The reports of the campaign include status of the campaign, percentage of successful and failed requests and detailed list of failed requests (MSISDN, IMSI, Reset code). 8 Standard set of services 8.1 The offered system shall have a standard set of services (e.g. SPN, ADNs, FDNs, ONS, PLMN, FPLMN). 8.2 The offered system shall be such that a user shall be able to add new services and adapt the standard set of services without additional costs for each change. 8.3 The offered system shall be such that configuring and modifying an existing service does not require restarting of the system. 9 Bearer 9.1 The offered OTA system shall be capable of using SMS, USSD, as a bearer for delivery of OTA services and applets to Nepal Telecom customers. 9.3 The offered OTA system shall be capable of updating card at POS 9.4 The offered OTA system shall be capable of updating card by Secured Internet interface access 9.5 The offered system shall allow the management of different types of message acknowledgement by the (U)SIM card. 10 Performance 10.1 The bidder shall provide the required hardware to exceed a throughput (in SMS,USSD,/sec) of: • 20 SMS,USSD,/Sec • 50 SMS,USSD,/Sec • 100 SMS,USSD,/Sec 11 Adjustment, Monitoring and Reporting 11.1 The offered system shall have log files for all implemented applications. The log-level may be changed by Nepal Telecom staffs. 11.2 The offered system shall have reporting for the actual customer database. 11.3 The offered system shall have application monitoring, log files and email alerts in case of errors. Nepal Telecom Nepal Doorsanchar Company Limited Clause No. Particulars of Nepal Telecom’s Requirements 11.4 The offered system shall have configuration files which may be edited by Nepal Telecom staffs. 11.5 The offered system shall be able to generate alerts. 11.6 The offered system shall allow 4 levels of monitoring: system level, message level, session level, application level. 12 Product Roadmap 12.1 The offered OTA solution shall have a clear roadmap supporting technologies and services which will be implemented in the future which are: • OTA secured management of (U)SIM as part of NFC (Near Field Communication) ecosystem 12.2 The system shall be able to provide interoperable and downloadable applets using OTA server. The applications will be: Bidder shall state as : Fully Compliant / Partially Compliant/No n Compliant • Administration Applets (SIM shortcut, Traffic Analysis, Welcome Message) • Call Control (Busy Call, Time Rental) • Connectivity (IMEI Tracking, IMEI Blocking) • Roaming (Roaming message, Roaming Call back, Preferred Network) • Secured Services (SIM Vault, Private SMS) 13 Proven References of service delivery 13.1 Self-care OTA service The self-care OTA functionality must include the following features: • Ability to view list of applets loaded on the cards and % of space occupied by each applet • Ability to view and modify size of phonebook folder • Ability to view and modify size of SMS folders • Ability to list applets available for download • Ability to perform download and delete of applets by end-user (subscribers) 14 Dynamic SIM Tool Kit 14.1 End User Perspective: The offered system shall have the following: • It shall be possible for End users to easily personalize their menu according to their interests. • During a download the user is informed of the download state (display of progress in formation which gives in percentage the size already downloaded locally in comparison with the total size of the message). • The Dynamic SIM Tool Kit shall support Unicode. • The system shall support both types of Portal: o Standalone Portal o Interactive Portal • Dynamic SIM Tool Kit Browser need to support Feature: Tender No. NDCL/19/066-67 for Supply, Delivery, Installation & Commissioning of the Over The Air (OTA) Platform System Page 49 of 54
