A justification that Sharpes Ferry Well is unimpacted is included<br />

as Attachment 3.<br />

After the effects of rainfall have been removed, discharge can be<br />

expressed as a linear (albeit weakly so) function of pumpage (see<br />

text response). Short of modeling the time-series of pumpage,<br />

applying the impacts in a linear fashion appears to be a reasonable<br />

approach. It should be noted that the impact, expressed as a<br />

percentage of observed flow, would not be linear. That is to say, if<br />

a 10 cfs impact is imposed on an observed flow of 120 cfs, the<br />

percentage impact will be different than if the same 10 cfs impact<br />

were applied to a dry year with flows of only 100 cfs. Thus, the<br />

anthropogenic impact was applied on top of year-to-year variations<br />

due primarily to rainfall.<br />

Since the 17 cfs correction was applied in a linear fashion, both the<br />

median <strong>and</strong> the mean for the baseline period are the same. A note<br />

to this effect has been added to the report.<br />

Comments noted. The advantage of the Cox equations (as modified<br />

by Brown) <strong>and</strong> reported by Jaeger is that the seawater dilutions<br />

were prepared using river water in lieu of distilled water.<br />

Nevertheless, the comment is noted <strong>and</strong> the District will reevaluate<br />

the various options for calculating an apparent "salinity"<br />

from conductivity readings.<br />
