INTER-DISTRICT TRANSFERS<br />

The <strong>Irvine</strong> <strong>Unified</strong> <strong>School</strong> <strong>District</strong> is currently designated as a<br />

Basic Aid district, which means that local property taxes now fund<br />

our schools. To ensure that we maximize district resources for<br />

those students who reside within our attendance boundaries, we<br />

must begin limiting the enrollment of out-of-district students.<br />

We understand that this change in practice will have impact for the<br />

families who have been attending our schools on approved interdistrict<br />

permits. In the 2<strong>00</strong>8-09 school year, in order to facilitate a<br />

smooth transition back to home schools, students who were<br />

attending on an approved inter-district transfer were permitted to<br />

matriculate as follows, pending space availability and program<br />

capacity. Students who were currently enrolled in a primary grade<br />

(K-3) were granted permission to continue through grade 3;<br />

students who were currently enrolled in an upper grade (4-6) were<br />

granted permission to continue through grade 6; students who were<br />

currently enrolled in middle school (7-8) were granted permission<br />

to complete grade 8; and students who were currently enrolled in<br />

high school (9-12) were granted permission to remain through<br />

grade 12.<br />

For students enrolled in our K-8 schools, primary grades are<br />

defined as K-3, upper grades are defined as 4-5, and middle school<br />

is defined as 6-8. Therefore, our K-8 students were granted<br />

permission to continue through the end of grade 3 as primary<br />

students, through the end of grade 5 as upper grade students, and<br />

through the end of grade 8 as middle school students.<br />

All students who were exiting a grade level transition at the end of<br />

the 2<strong>00</strong>8-09 school year were granted a one year grace period and<br />

given permission to remain enrolled through the end of the 2<strong>00</strong>9-<br />

10 school year, pending space availability and program capacity.<br />

Beginning with the 2<strong>00</strong>9-10 school year, the <strong>Irvine</strong> <strong>Unified</strong> <strong>School</strong><br />

<strong>District</strong> is no longer accepting any new inter-district transfers, with<br />

the exception of students of employees. As has been our past<br />

practice, based on space availability and program capacity, we will<br />

continue to approve employee permits.<br />

Last year Deaf and Hard of Hearing (DHH) employees from the<br />

Orange County Department of Education, who work on our<br />

campuses, were advised that they would be treated as district<br />

employees. In light of that communication, OCDE employees<br />

were granted a grace period for the 2010-11 school year.<br />

However, effective with the 2011-12 school year, it is the staff's<br />

recommendation to no longer accept children from Orange County<br />
