TOPIC DESCRIPTION INTER-DISTRICT TRANSFERS The Irvine Unified School District is currently designated as a Basic Aid district, which means that local property taxes now fund our schools. To ensure that we maximize district resources for those students who reside within our attendance boundaries, we must begin limiting the enrollment of out-of-district students. We understand that this change in practice will have impact for the families who have been attending our schools on approved interdistrict permits. In the 2008-09 school year, in order to facilitate a smooth transition back to home schools, students who were attending on an approved inter-district transfer were permitted to matriculate as follows, pending space availability and program capacity. Students who were currently enrolled in a primary grade (K-3) were granted permission to continue through grade 3; students who were currently enrolled in an upper grade (4-6) were granted permission to continue through grade 6; students who were currently enrolled in middle school (7-8) were granted permission to complete grade 8; and students who were currently enrolled in high school (9-12) were granted permission to remain through grade 12. For students enrolled in our K-8 schools, primary grades are defined as K-3, upper grades are defined as 4-5, and middle school is defined as 6-8. Therefore, our K-8 students were granted permission to continue through the end of grade 3 as primary students, through the end of grade 5 as upper grade students, and through the end of grade 8 as middle school students. All students who were exiting a grade level transition at the end of the 2008-09 school year were granted a one year grace period and given permission to remain enrolled through the end of the 2009- 10 school year, pending space availability and program capacity. Beginning with the 2009-10 school year, the Irvine Unified School District is no longer accepting any new inter-district transfers, with the exception of students of employees. As has been our past practice, based on space availability and program capacity, we will continue to approve employee permits. Last year Deaf and Hard of Hearing (DHH) employees from the Orange County Department of Education, who work on our campuses, were advised that they would be treated as district employees. In light of that communication, OCDE employees were granted a grace period for the 2010-11 school year. However, effective with the 2011-12 school year, it is the staff's recommendation to no longer accept children from Orange County Page 214
