Centre within the Karrinyup Regional Centre is discussed in the
previous section in relation to the creation of a heart for the Local
Area.
A Friendly and Green Family Community
The Karrinyup-Gwelup Local Area was predominantly been
established residentially during the post war boom which saw a
decrease in rural land. There are, however, remnants of the market
gardens, emblematic of the Gwelup area, in both physical spaces
and the strong community ties that were created through such
community endeavours. The Local Area has since evolved as a
green area and a family community, with anticipation to continue
the growth and development of the area with these elements
continuing to be nurtured and flourish.
Connectivity and Safety
Safety and security has not been identified as an issue of concern
as the majority of the community value the level of security they feel
in the Local Area, with many residents feeling very satisfied and
only a few being dissatisfied. Community forums generally indicated
that a greater sense of interconnectedness was needed within the
community with increased accessibility and transport connecting to
Stirling Train Station.
The community plays an important role in the local safety and
security, as identified by the strong emphasis on responsibility
within the community. The City of Stirling has a responsibility to the
Local Area also by promoting the services that it offers to local
residents and businesses while ensuring that the security patrol has
an active presence within the locality. Safety within the Local Area
can also be ensured through the design of parks and public spaces
that enjoy strong passive surveillance (windows, verandahs or
balconies looking onto the street, park or other public spaces), and
are inviting and well lit in addition to traffic and transport that is well
managed, promoting safety for all people on the streets so that
people feel comfortable to walk and cycle throughout the area.
Embraced Arts, Culture and Heritage
The culture and heritage of the Local Area and its residents are
highly valued by the community. The locality has important heritage
in its Indigenous past and its role in the early development of the
City of Stirling and Perth. In addition to the Indigenous element of
the history, the rural and market gardening past have greatly
influenced the culture and heritage of the area today, reflected in
the ‘green’ feel that remains. Strong community support for the reestablishment
of farmers markets within the Local Area is a
wonderful way to engage the community while embracing the
heritage and cultural past.
Significant sites of cultural and heritage value within the Local Area
include Lake Gwelup Reserve, Lake Gwelup, Lake Careniup and
Gwelup Plaza in Gwelup and Karrinyup Shopping Centre, Lake
Karrinyup Country Club, Hamersley Golf Course, Trigg Bushland
Reserve and Millington Reserve in Karrinyup. It is important that the
Karrinyup-Gwelup Local Area’s history and culture is recognised,
valued and celebrated through the incorporation of these elements
into the future planning of the area. There is opportunity for these
areas to be enhanced through better utilisation of the spaces,
engaging the community while preserving the heritage and cultural
value of the areas.
Community Capacity and Empowerment
The community engagement forums identified similar priorities and
values throughout the Local Area community. This demonstrates
that the community has much capacity to achieve its own goals.
Social capacity can be developed through a collaborative effort
involving the City of Stirling, Councillors and existing community
organisations. The City of Stirling already provides many social
