Although the current role of the Local Area is mostly residential, there are two commercial centres in the Local Area. These are Karrinyup Regional Centre and Gwelup Plaza. Community engagement indicated that both are important to the community, with Karrinyup Regional Centre also identified as the heart of the Local Area. Movement Network Transport infrastructure in the Karrinyup-Gwelup Local Area is primarily focused on accessibility for motor vehicles. Although walking and cycling paths in the Local Area are quite extensive, the majority of trips made among Karrinyup-Gwelup Local Area residents are by private vehicle. This reflects Perth Metropolitan Area-wide trends and the general lack of access for alternate modes of transport in the region and the Local Area. The use of alternate modes is slightly higher when trips are made within the Local Area (e.g. to Karrinyup Shopping Centre), but car use still dominates such trips. Key Opportunities The key opportunities which have been identified through the process include: - • Further establishing the Karrinyup Regional Centre as a community hub which provides a range of commercial and social facilities both during the day and in the evening • Maintaining the character of the Local Area by retaining the majority of residential density and limiting rezoning to small and key locations • Improve the environmental sustainability in the area through creating sustainable building guidelines and promoting sustainable transport options • Maintaining the natural environment in the Local Area through maintenance and improvement programs. The community engagement processes revealed that most residents were aware of the need to reduce private-vehicle dependency and are generally quite supportive of increasing the level and access to public transport. The existing walking and cycling paths were highlighted as quite extensive and aesthetically pleasing and walking/cycling could potentially become preferred travel methods around the area. Karrinyup-Gwelup Local Area Community Vision The community vision for the Karrinyup-Gwelup Local Area is an area that is interactive and vibrant, with a strong sense of community spirit and responsibility. It is a supportive caring community that supports all ages, young and old. The environment is enhanced by parks, bush land and biodiversity corridors with a community that cares and is proud of their environment. Karrinyup-Gwelup Local Area Plan Outcomes Table This outcomes table provides a snapshot of the outcomes to achieve over the 10-15 year lifespan of the Karrinyup-Gwelup Local Area Plan. Designed to realise the community vision for the Local Area, and based upon priorities ascertained through community engagement, the outcomes listed below will form the basis of annually prepared Karrinyup-Gwelup Local Area Implementation Plans. All actions within this Implementation Plan will be developed in relation to outcomes below. Karrinyup-Gwelup Community & Culture Outcomes to Achieve Outcome 1 Karrinyup Regional Centre is developed as a community hub or heart, with a mix of uses that provide opportunities for people to live, work, socialise and recreate within their Local Area. Outcome 2 A strong sense of community is developed through provision of entertainment and evening amenities such as cafes and restaurants that provide places to socialise and community activities and events that enable everyone to be involved. Outcome 3 Recreation and leisure facilities and community social events and activities support enhanced lifestyle choices for all sectors of the community. Outcome 4 The strong ‘family’ character of the area is built on, as people are welcome to become involved in community activities and groups and public spaces remain safe and welcoming.
