Economic Development Outcomes to Achieve Desired Outcome for the Karrinyup-Gwelup Local Area Outcome 1 A wider range of small local enterprises such as home businesses, corner shops and markets are supported, better meeting the needs of the community within its Local Area. Outcome 2 Centres expand their role beyond retail provision, offering a mix of goods, services and meeting places that integrate with supportive surrounding land uses. Outcome 3 Evening and entertainment activities enable people to meet and recreate locally both day and night. Outcome 4 The economic development potential of the area is realised through the City of Stirling and the Karrinyup Regional Centre owners/managers working together to further integrate the Centre with surrounding land. Examples of current or potential actions to achieve this outcome • Continue to support the Stirling Business Association to provide networking opportunities for local traders and assist members to succeed in their business endeavours • The City continues to support local businesses by utilising them where possible • The City continues to financially support the Stirling Small Business Centre Service to assist potential and existing small business proprietors • The City works with the Karrinyup Regional Centre owners to ensure the role as a social precinct is expanded. • The ‘Main Street’ planning concept is applied to any plans to expand the Karrinyup Regional Centre • Potential Gwelup Shopping Centre expansion investigated and feasibility gauged through Local Centres Improvement Program • The City holds and promotes any community events held within the Local Area • Karrinyup Regional Centre stakeholders are made aware of community interest in evening entertainment opportunities • Any new development in the area includes provision for possible evening entertainment activities • Redevelopment around the Regional Centre includes consideration and opportunity for a local growers market CITY OF STIRLING 75 KARRINYUP-GWELUP LOCAL AREA PLAN February 2010
Transport & Movement Network Issues & Opportunities Dialogue with the community has identified opportunities and ideas regarding the current transport options and movement network within the Local Area and for the future of Karrinyup-Gwelup. These are discussed below. Sustainable Transportation Sustainability is a clear priority for the Local Area community, and sustainable transport is one of the key themes through which this concern emerges. Transport options that are environmentally friendly, affordable and foster greater community interactions and familiarity with the Local Area are shown clear preference in both community surveys and planning workshops. From the community engagement process in its entirety, the sixth overall priority was sustainable transport, and at community forums this emerged as the fifth priority. It should be noted that this is within the context of an overall community priority of environmental sustainability. While survey respondents were generally satisfied with all modes of transport, respondents (almost 70%) were most satisfied with the provision for walking and cycling in the Local Area. Satisfaction with buses was somewhat lower, and although a higher proportion of respondents felt provision for this mode was ‘good’ rather than ‘poor’, when asked which aspects of transport they would like to see most improved in the Local Area, buses were the most common response (this was followed by walking, and then by cycling). Similarly, ‘public transport services’ were the fourth most commonly cited of the top five “things missing in your local area”. Sustainable transport options need to be tied to effective land use/transport integration, safe routes and integrated transport networks, and a willingness on the part of transport users to change their behaviour to maximise their potential. These aspects of the sustainable transport picture are discussed below. Land Use/Transport Integration Development or strengthening of a community hub or focal point is a key priority for the Local Area’s community, and such a hub within the context of a sustainable Local Area must be integrated with sustainable transport options such as public transport, walking and cycling. Most community members identified Karrinyup Regional Centre as the site for this ‘hub’, and the centre already has the advantage of a bus station at its Karrinyup Road periphery. Improved services to this hub from the surrounding area and footpaths and cycle paths also connecting to and from it, would greatly enhance the opportunity for local residents to access goods and services locally without heavy reliance on automobiles. Transport and land use integration also needs to be considered across the Local Area in relation to other major destinations, and planning for provision of pedestrian and cycle paths and public transport services needs to occur in tandem with consideration of key sites such as shops, schools, workplaces and areas of higher density living.
