Box 3. Industry strengths and opportunities<br />

• Industry priorities have been def<strong>in</strong>ed with<strong>in</strong> a<br />

<strong>sandalwood</strong> policy.<br />

• Vanuatu <strong>sandalwood</strong> is currently perceived as<br />

be<strong>in</strong>g of higher quality than S. spicatum.<br />

• A unique natural and cultural environment and<br />

vibrant tourism <strong><strong>in</strong>dustry</strong> <strong>in</strong> Vanuatu may offer<br />

domestic market<strong>in</strong>g opportunities (e.g. agritourism<br />

and ‘suitcase export’ of locally made goods).<br />

• The exotic images associated with Vanuatu, if<br />

coupled with certified susta<strong>in</strong>able production<br />

practices, could be developed as <strong>the</strong> basis of<br />

niche market<strong>in</strong>g strategies <strong>in</strong> high-value markets.<br />

• L<strong>in</strong>kages are evident among many key stakeholders<br />

(government and private sector). The<br />

consideration of issues of common concern<br />

presents an opportunity <strong>for</strong> <strong>the</strong> establishment<br />

of an <strong><strong>in</strong>dustry</strong> peak body.<br />

• Pre-exist<strong>in</strong>g commercial-sector <strong>in</strong>vestment and<br />

process<strong>in</strong>g <strong>in</strong>frastructure exist.<br />

• An available land resource exists that is conductive<br />

to susta<strong>in</strong>able production.<br />

• Research and development programs are<br />

be<strong>in</strong>g undertaken to improve product quality<br />

and promote <strong><strong>in</strong>dustry</strong> <strong>in</strong>vestment and growth<br />

(Page et al. 2010).<br />

• Local people have experience <strong>in</strong> commercial<br />

production and process<strong>in</strong>g techniques.<br />

• Production of locally made products us<strong>in</strong>g<br />

<strong>sandalwood</strong> could be viable, sold via exist<strong>in</strong>g<br />

retail outlets or with<strong>in</strong> an agritourism,<br />

Mt Romance type facility <strong>in</strong> or near Port Vila.<br />

• The <strong>sandalwood</strong> <strong><strong>in</strong>dustry</strong> can ‘partner’ with<br />

o<strong>the</strong>r Vanuatu <strong>in</strong>dustries (e.g. tourism) <strong>in</strong><br />

activities such as <strong>the</strong> development of promotional<br />

programs and brand<strong>in</strong>g.<br />

Given <strong>the</strong> vibrant and expand<strong>in</strong>g tourism <strong><strong>in</strong>dustry</strong><br />

<strong>in</strong> Vanuatu, opportunities may exist <strong>for</strong> market<strong>in</strong>g<br />

Vanuatu <strong>sandalwood</strong> products domestically, focus<strong>in</strong>g<br />

on produc<strong>in</strong>g value-added products <strong>for</strong> sale with<strong>in</strong><br />

exist<strong>in</strong>g retail outlets accessed by tourists, or as part<br />

of an agritourism facility, such as described <strong>in</strong> <strong>the</strong><br />

Mt Romance case study. This is particularly relevant<br />

given <strong>the</strong> recent <strong>in</strong>creases <strong>in</strong> <strong>the</strong> tourism sector <strong>in</strong><br />

Vanuatu and <strong>the</strong> demand <strong>for</strong> cultural attractions that<br />

are unique to Vanuatu.<br />

A number of activities, <strong>in</strong>clud<strong>in</strong>g niche market<br />

position<strong>in</strong>g, improved cooperation among <strong><strong>in</strong>dustry</strong><br />

participants, <strong>the</strong> establishment of a peak <strong><strong>in</strong>dustry</strong><br />

body and <strong>the</strong> development of product standards,<br />

could improve <strong>the</strong> future growth and viability of <strong>the</strong><br />

Vanuatu <strong>sandalwood</strong> <strong><strong>in</strong>dustry</strong> (Table 8). These market<br />
