competitors). Consideration of case studies<br />

presented <strong>in</strong> this report, where <strong><strong>in</strong>dustry</strong> development<br />

and niche market<strong>in</strong>g strategies have been used with<br />

success with<strong>in</strong> <strong>the</strong> broader <strong>sandalwood</strong> <strong><strong>in</strong>dustry</strong>,<br />

may be used as a guide <strong>for</strong> similar developments<br />

<strong>in</strong> Vanuatu.<br />

focus on one or two appropriately sized, premium niche markets <strong>in</strong> which <strong>the</strong> selected<br />

buyer places a significant commercial value on develop<strong>in</strong>g long-term relationships with<br />

suppliers—particularly suppliers who are <strong>in</strong>dependently certified as practis<strong>in</strong>g susta<strong>in</strong>able,<br />

ethical production systems—while also produc<strong>in</strong>g high-quality products <strong>in</strong> accordance with<br />

predeterm<strong>in</strong>ed quality standards.<br />

Example: Mt Romance–Aveda–Givaudan market<strong>in</strong>g supply cha<strong>in</strong>.<br />

A peak <strong><strong>in</strong>dustry</strong> body (<strong>for</strong>mal or <strong>in</strong><strong>for</strong>mal) would help move <strong>the</strong> <strong><strong>in</strong>dustry</strong> <strong>for</strong>ward <strong>in</strong> a<br />

planned, coord<strong>in</strong>ated manner, <strong>the</strong>re<strong>for</strong>e <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> potential <strong>for</strong> future success. Strategic<br />

market plann<strong>in</strong>g will also be crucial if <strong>the</strong> <strong><strong>in</strong>dustry</strong> is to reach its full potential. Tim<strong>in</strong>g<br />

is critical here, with decl<strong>in</strong><strong>in</strong>g natural resources and a move towards a more structured,<br />

plantation-type <strong><strong>in</strong>dustry</strong> over com<strong>in</strong>g years likely to change aspects of production, process<strong>in</strong>g<br />

and market<strong>in</strong>g systems.<br />

While recognis<strong>in</strong>g <strong>the</strong> commercial sensibilities and differ<strong>in</strong>g views that exist, every ef<strong>for</strong>t<br />

should be made to br<strong>in</strong>g <strong>the</strong> <strong><strong>in</strong>dustry</strong> toge<strong>the</strong>r to develop a cohesive <strong><strong>in</strong>dustry</strong> development<br />

plan. This plan should focus on areas of critical importance and common concern—<strong>for</strong><br />

example, reach<strong>in</strong>g consensus on an overall market focus, and research and development<br />

priorities.<br />

Example: WA Sandalwood Industry Development Plan 2008–2020.<br />

Certification schemes and product standards are becom<strong>in</strong>g critical elements of supplier–buyer<br />

relationships, particularly <strong>in</strong> high-value European <strong>sandalwood</strong> markets. Development of<br />

certification programs and product standards should <strong>the</strong>re<strong>for</strong>e be a priority <strong>for</strong> <strong>the</strong> Vanuatu<br />

<strong>sandalwood</strong> <strong><strong>in</strong>dustry</strong> and could be championed and coord<strong>in</strong>ated by a peak <strong><strong>in</strong>dustry</strong> body.<br />

Examples: ISO/FDIS 22769 (S. spicatum draft standard) and Songman Circle of Wisdom<br />

Certification Protocol.<br />
