Promotion and extension<br />

Ongo<strong>in</strong>g extension activities are required to ensure<br />

that appropriate establishment and management<br />

techniques are implemented to maximise <strong>the</strong> economic<br />

value of <strong>sandalwood</strong> plant<strong>in</strong>gs. Development<br />

of awareness programs <strong>for</strong> nursery, plant<strong>in</strong>g, silviculture,<br />

pest management and prun<strong>in</strong>g, particularly<br />

<strong>for</strong> <strong>the</strong> islands and areas without exist<strong>in</strong>g plant<strong>in</strong>gs,<br />

would optimise <strong>the</strong>ir productivity and ultimate contribution<br />

to national export earn<strong>in</strong>gs.<br />

This study syn<strong>the</strong>sised <strong>in</strong><strong>for</strong>mation and <strong>the</strong> experiences<br />

of local <strong>sandalwood</strong> planters <strong>in</strong> Vanuatu and<br />

used <strong>the</strong>m as <strong>the</strong> basis of a silvicultural manual<br />

available <strong>for</strong> <strong>smallholder</strong>s. This extension <strong>in</strong><strong>for</strong>mation<br />

provides <strong>the</strong> <strong><strong>in</strong>dustry</strong> with <strong>the</strong> opportunity to<br />

advance its development through improved productivity,<br />

reduced rotations and higher quality products.<br />

With <strong>the</strong> high <strong>in</strong>terest <strong>in</strong> establish<strong>in</strong>g <strong>sandalwood</strong><br />

woodlots across <strong>the</strong> country, <strong>sandalwood</strong> will be<br />

established <strong>in</strong> areas with local environments different<br />

from those of its natural range. This will present<br />

challenges <strong>for</strong> growers to adapt techniques to <strong>the</strong>se<br />

new environments. This will require fur<strong>the</strong>r evaluation<br />

of productivity and production issues <strong>in</strong> <strong>the</strong>se<br />

environments and generalised strategies <strong>for</strong> meet<strong>in</strong>g<br />

<strong>the</strong>se challenges.<br />

Given <strong>the</strong> presence of televisions and DVD players<br />

<strong>in</strong> most villages <strong>in</strong> Vanuatu, <strong>the</strong> development of video<br />

extension materials such as DVDs would be a very<br />

cost-effective method <strong>for</strong> connect<strong>in</strong>g with farmers <strong>in</strong><br />

areas beyond <strong>the</strong> reach of exist<strong>in</strong>g extension officers<br />

and programs.<br />

Extension programs could comprise (a) workshops<br />

<strong>in</strong> areas with suitable bioclimatic conditions <strong>for</strong><br />

<strong>sandalwood</strong> production, (b) publication and dissem<strong>in</strong>ation<br />

of <strong>the</strong> extension document developed as part<br />

of this project, (c) development of video extension<br />

material <strong>in</strong> <strong>the</strong> <strong>for</strong>m of a DVD, (d) fur<strong>the</strong>r collaboration<br />

with agricultural field officers dur<strong>in</strong>g extension<br />

activities, as <strong>the</strong>y have greatest contact with isolated<br />

rural areas, (e) use of national radio to hold regular<br />

discussion <strong>for</strong>ums aimed at general awareness and<br />

deal<strong>in</strong>g with specific <strong>smallholder</strong> issues through a<br />

‘talkback radio’ <strong>for</strong>mat, (f) capacity build<strong>in</strong>g and<br />

extension workshops with Vanwod’s Microf<strong>in</strong>ance,<br />

s<strong>in</strong>ce it has an extensive network of farmers and<br />

a fledgl<strong>in</strong>g <strong>sandalwood</strong> plant<strong>in</strong>g program, and<br />

(g) development of close l<strong>in</strong>ks with any future peak<br />

<strong><strong>in</strong>dustry</strong> body.<br />

Outlook<br />

The Vanuatu <strong>sandalwood</strong> <strong><strong>in</strong>dustry</strong> is at a very excit<strong>in</strong>g<br />

position, where <strong>for</strong> <strong>the</strong> first time <strong>in</strong> its recorded<br />

history <strong>the</strong> resource is rapidly expand<strong>in</strong>g. Recent<br />

plant<strong>in</strong>g activity over <strong>the</strong> past 10–15 years has<br />

resulted <strong>in</strong> <strong>the</strong> establishment of between 420 and<br />

700 ha of comb<strong>in</strong>ed <strong>smallholder</strong> and commercial <strong>sandalwood</strong><br />

plant<strong>in</strong>gs. With such <strong>in</strong>dependent plant<strong>in</strong>g<br />

activity cont<strong>in</strong>u<strong>in</strong>g and <strong>the</strong> potential establishment of<br />

230 ha of plant<strong>in</strong>gs under one microf<strong>in</strong>ance project,<br />

<strong>the</strong> future economic impact is likely to be extensive,<br />

reach<strong>in</strong>g many isolated communities. From <strong>the</strong> conservative<br />

estimates of this study, <strong>the</strong> national annual<br />

<strong>sandalwood</strong> yield <strong>in</strong> 2030 will be at least four times<br />

<strong>the</strong> current 80 tonne quota. Such an <strong>in</strong>crease will<br />

have significant benefits to <strong>the</strong> local cash economy<br />

and ultimately improve ni-Vanuatu livelihoods.<br />
